Quick Summary

The Department of the Air Force, through FA5234 AFICA KH, is soliciting quotes for Duty Vehicle Rental Services for the Oversight and Support Group - Australia (OSG-A) in Canberra, Australia. This Combined Synopsis/Solicitation (RFQ) requires the long-term rental of sedans, passenger vans, and cargo vans. Quotes are due April 07, 2026, at 5:00 PM AEST.

Scope of Work

The contractor shall provide two (2) four-door sedans, one (1) 8-15 passenger van, and one (1) cargo van. Vehicles must be current or prior model year with less than 40,000 km, registered and insured in Australia (including comprehensive insurance with a maximum A$1,000 excess), and delivered within seven (7) calendar days of contract award to 82 Northbourne Ave, Braddon, ACT 2612. Drivers must be at least 21 years old.

Contractor responsibilities include all maintenance (parts and labor for fair wear and tear), providing loaner vehicles of equal or greater quality within 24 hours if a primary vehicle is unavailable, 24-hour towing/recovery services, and replacing vehicles after 100,000 KM. Specific vehicle dimensions, engine displacement, seating, and accessory requirements are detailed in the Statement of Work (SOW). A 1% deviation from specified dimensions is allowed, and a space-saver spare tire is acceptable if a full-size replacement can be provided within 24 hours. The cargo van must have a minimum of 6.0 cubic meters of cargo space.

Contract Details

This will be a Firm Fixed Price contract. The period of performance includes a base year plus four option years, with a potential six-month extension, not to exceed 66 calendar months. The acquisition is Full and Open, not set-aside for small businesses. It is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and the Australia Free Trade Agreement (FTA), making suppliers from member countries eligible. US-headquartered businesses with international operations may bid, potentially with a local partner.

Submission & Evaluation

Offers will be evaluated on a best-value basis, considering technical acceptability and lowest price. The government intends to award without discussions, so initial offers should contain the best terms. Quotes must be submitted electronically via email to SSgt Nicholas Johnson (nicholas.johnson.83@us.af.mil). Vendors must acknowledge all amendments in writing with their quotation submittal. Vendors not registered in SAM.gov must complete Attachment 03 - 889 Representation Form.
