• Pit Coordinates: Exact coordinates have been provided for the Bush Creek pit (46.265992, -88.765509) and the Six Mile pit (46.406697, -88.877385).
• Waste Material Disposal: The quantity of in-ROW disposal versus hauling to Bush Creek Pit for waste material is unknown and will be addressed in the field as construction progresses. The COR will direct disposal methods.
• Additional Waste Sites: There are no additional COR-approved waste sites known at this time, but the COR is willing to identify and share locations of any new pits with the contractor.

This Q&A provides specific location data and clarifies waste disposal procedures, which may impact planning and resource allocation for bidders. No changes to solicitation deadlines or submission rules were indicated.

Solicitation / RFP / RFQ

This solicitation is for construction services for the OTF FR 2130 Perch Lake Road Rehabilitation project on the Ottawa National Forest. The work includes, but is not limited to, mobilization, drainage excavation, riprap placement, aggregate surface replacement, roadway reconditioning, culvert replacement/new installation, temporary traffic controls, turf establishment, and geosynthetic material placement. The project is planned for FR 2130 from Sta 0+00 to Sta 169+66, with an optional bid item extending to Sta 382+92.

• Quote Requirements: Must include a priced Schedule of Items and acknowledgement of amendments. Quotes with a base item subtotal exceeding $150,000.00 require a bid bond on Standard Form 24 (SF-24).

• Period for Acceptance: Vendors agree to hold prices firm for 90 calendar days from the quote receipt date.

• Evaluation Criteria: Award will be made to the lowest priced, responsible bidder who is responsive to the solicitation. Responsibility will be determined per FAR subpart 9.104-1. Quotes will be evaluated for price alone, representing the best value to the Government.

• No specific set-aside is mentioned.

Definitions for "Bid Schedule," "Bridge," "Contractor," "Culvert," "Drawings," "Notice to Proceed," "Right-of-Way," and "Solicitation" have been revised or replaced. New definitions for "Adjustment in Contract Price," "Change," "Forest Service," "Neat Line," "Pioneer Road," "Purchaser," "Protected Streamcourse," "Road Order," and "Shop Drawings" have been added.
• Section 102 (Bid, Award, and Execution of Contract): Section 102 is deleted in its entirety.
• Section 103 (Scope of Work): All of Section 103 is deleted except for Subsection 103.01 (Intent of Contract).
• Section 104 (Control of Work): Subsections 104.01, 104.02, and 104.04 are deleted. Subsection 104.03 (Specifications and Drawings) is replaced with a reference to specific contract provisions. Subsection 104.06 (Use of Roads by Contractor) is expanded to include authorization for contractor use of Forest Service roads under specific conditions.
• Section 105 (Control of Material): Additions to Subsection 105.02(a) identify government-provided mandatory sources for materials like "Check Dam Rock," "Aggregate Surface Course," and "Local Borrow." Additions to Subsection 105.02(c) outline requirements for contractor-located sources, emphasizing weed-free materials.

• Section 108 (Prosecution and Progress): Section 108 is deleted in its entirety.
• Section 109 (Measurement and Payment): Subsections 109.06, 109.07, 109.08, and 109.09 are deleted. A sentence is added to Subsection 109.02(b) regarding adjustments to contract quantities. Additions are made to Subsection 109.03(c) regarding project weighing systems for aggregates.
• Section 156 (Public Traffic): Section 156 is deleted and replaced with new text detailing work for controlling and protecting public traffic, conforming to MUTCD, and outlining construction requirements for traffic control plans, temporary traffic control, and temporary road closures.
• Section 157 (Soil Erosion and Sediment Control): Subsection 157.04 is replaced with new requirements for submitting a written erosion control plan.
• Section 203 (Removal of Structures and Obstructions): Changes are made to Subsection 203.04(b) regarding the depth of removal for structures and obstructions. Additions are made to Subsection 203.05 regarding the disposal of construction slash (windrowing, scattering, chipping, debris mat, decking, removal to designated locations, piling).
• Section 204 (Excavation and Embankment): Section 204 is deleted and replaced with new text defining excavation and embankment construction, material requirements, construction requirements (preparation, roadway excavation, subexcavation, borrow excavation, embankment construction, compaction methods), drainage features, disposal of material, and acceptance criteria. Detailed specifications for various compaction methods are provided.
• Section 209 (Structure Excavation and Backfill): Additions are made to Subsection 209.09 regarding backfill procedures for culverts and structures. Subsection 209.10 (Compacting) is replaced with detailed methods for compacting embankment material.
• Section 301 (Untreated Aggregate Courses): Subsection 301.05 is replaced with new specifications for compacting aggregate, including several compaction methods.
• Section 602 (Culverts and Drains): An addition is made to Subsection 602.05 regarding standard connecting bands for metal pipe.
• Section 625 (Turf Establishment): Section 625 is deleted and replaced with new text detailing work for turf establishment, including material requirements, construction requirements (general, seedbed preparation, watering, fertilizing, seeding methods, mulching methods), protection and care of seeded areas, acceptance, and measurement.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project involves rehabilitation work on FR 2130, specifically on the Perch Lake Road Rehabilitation Final Phase.
