Scope of Work

The contractor will survey a total of 350 stands (7,992 acres) at least once, with at least 105 stands (30%, 2,398 acres) requiring a second visit. Surveys must be conducted between May 15 and September 15 in 2026 and/or 2027, ensuring at least three weeks between consecutive surveys in a stand. All surveys must be completed by September 15, 2027, with all results and completed paperwork submitted by October 15, 2027. The work focuses on "Silver Branch Vegetation Management Project" areas within Houghton, Baraga, and Iron Counties, Michigan. The contractor is responsible for furnishing all labor, equipment, supervision, transportation, supplies, and incidentals.

Deliverables include identifying and documenting specified plant types, providing digital photos, completing Michigan Natural Features Inventory (MNFI) forms for rare plants, using Ottawa National Forest Invasive Plant Reporting forms, collecting GPS data for cultural plants, and submitting a comprehensive species list and final report electronically. Survey methodology will follow the Ottawa National Forest Botany Program Protocol (controlled intuitive or meander basis). Submission & Evaluation

Quotations, including a completed Experience Questionnaire (Attachment H), must be submitted via email to christopher.j.hamilton@usda.gov by May 22, 2026, 1200 PM CT. Questions are due by May 14, 2026, 1200 PM CT. Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) criteria. Technical evaluation will assess the offeror's sound and compliant approach, crew qualifications (especially in upper Midwest flora and botany surveys), and capacity to meet the Statement of Work. Past performance will also be evaluated. Offerors must price all individual line items and possess an active entity registration in the System for Award Management (SAM).
