Sources Sought Notice

This document is a Sources Sought Notice issued by the United States Air Force, 7th Contracting Squadron, located at Dyess Air Force Base, Abilene, Texas. The purpose is to conduct market research to identify potential sources capable of providing non-personal Laundry Cleaning Services. • Work will be subject to NAICS 812320 - Drycleaning and Laundry Services (except Coin-Operated).

• A draft Performance Work Statement (PWS) is attached, detailing the requirements.

• Interested firms are invited to submit a response package demonstrating their ability to fulfill the PWS requirements and answer questions within the Request for Information (RFI).

• The response package should include company experience, a Rough Order of Magnitude (ROM) price, and a Statement of Capability (SOC).

• Firms should also include company name, CAGE code, point of contact, address, and phone number.

• Responses are requested no later than 3:00 P.M. CST on February 25, 2026, via SAM.gov or email.

• Both large and small businesses are encouraged to participate.

• The government may set aside the subsequent acquisition based on the sources identified.

• Potential offerors are responsible for monitoring SAM.gov for additional information.

• Submitted information is voluntary and will not be reimbursed.

• The government will not pay for any materials provided in response.

• Submittals will not be returned.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for laundry and dry cleaning services for all personnel, equipment, transportation, and supplies at Dyess AFB, TX. The services include pickup and delivery to lodging buildings.

• Provide laundry and dry cleaning services, including pickup and delivery.

Amendment / Modification

This amendment (Amendment 1) adds the requirement for a draft drawing of the proposed work to the submission requirements for this solicitation.

• Offerors must now include a draft drawing of the proposed work as part of their submission. The deadline for receipt of offers remains 16 February 2026, 10:00 a.m. (CST).

Statement of Work (SOW)

This Statement of Work outlines the requirements for the assembly and installation of new front desk and cabinets at the Outdoor Recreation (ODR) facility at Dyess AFB, Texas. The contractor is responsible for providing all labor, personnel, supervision, tools, equipment, materials, and transportation necessary for the removal of existing furnishings and the assembly and installation of new furnishings.

• Front Desk Countertop Services: Relocate existing front desk and countertops, or install new ones matching specified Corian color (Red Mahogany or equal) and edge style. Countertops must be 100% Acrylic solid surface with a 4" backsplash. Edges must be caulked for a watertight seal.

• Cabinet Services: Remove and relocate existing cabinets, or provide new cabinets according to specified standards (Appendix A). Contractor must provide a sample of the desired stain color for ODR team approval.

• Painting Services: Apply paint and stain to achieve a smooth, flat, uniform finish without visible laps or brush strokes.

• Operational Test: Conduct operational tests to ensure the system is functional.

• All furniture must match in style to create a cohesive flow.

• Contractor shall submit product approval/signoff sheets for all products and materials.

• Draft drawings and/or photographs of proposed work must be submitted prior to commencement for Government review.

• A final completion walk-through will be performed with the ODR Manager for punch list items.

• Work schedule to be coordinated with the Government Representative (GR), with a schedule submitted NLT 15 duty days prior to commencement.

• Hours of Service: Monday-Friday, 0900-1700, excluding US Federal holidays, unless otherwise approved.

• The work will be performed at Dyess AFB, Texas.

• Warranty: One-year warranty on all material and workmanship from the date of acceptance.

• Disposal of Materials: Contractor is responsible for disposing of all debris and materials off-base in accordance with federal, state, and local regulations.

• Inspection/Acceptance: Final inspections will be conducted by the contractor and GR. Deficiencies must be corrected at no additional charge.

• Damages: Contractor is liable for any damages to Government property and must restore, replace, or repair to original condition at no cost to the Government.

• Government Furnished Properties: Government will provide utilities and workspace. Contractor provides all equipment and storage.

• Access & Security: Contractor personnel require identification cards for entry to Dyess AFB. Specific procedures for obtaining access and badges are detailed, including the use of Dyess Form 173. Work areas are in "GENERAL ACCESS" areas.

• Contract Manager: A designated contract manager with full authority must be provided.
