This opportunity seeks a contractor to create, operate, and maintain a system for managing permits for hunting, fishing, trapping, firewood harvesting, and other dispersed outdoor recreation activities across multiple DAF installations. This is a Total Small Business Set-Aside.
Scope of Work
The contractor will develop and manage a comprehensive ORAM system, including:
- System Development & Operation: Create, operate, and maintain a DAF Outdoor Recreation Access Management System.
- Access & Permit Management: Monitor and control access, ensure public safety, facilitate permit fee collection via Pay.gov, and issue various permits (hunting, fishing, recreational, forest product harvesting).
- User Tracking & Communication: Track recreation user access to installations and ranges, and communicate important announcements regarding rules, areas, and safety.
- System Features: The system must include a Content Management Interface (CMI), Public Facing Interface, user account creation with duplicate prevention, permit purchase capabilities (single/multiple, for others), permit voucher creation, area scheduling, and secure credit card payment processing via Pay.gov.
- Support & Training: Provide customer support (help desk) and installation administrator training.
- Installations: Services will cover Altus AFB, Barksdale AFB, Beale AFB, Goodfellow AFB, Grand Forks AFB, JBSA-Camp Bullis, Offutt AFB, Robins AFB, Joint Base Elmendorf-Richardson, Little Rock AFB, and Columbus AFB, with potential for additional sites. All 11 installations are expected to be operational within 2-4 weeks of contract award.
Contract & Timeline
- Contract Type: Combined Synopsis/Solicitation (RFQ) for commercial products and services.
- Period of Performance: A 12-month base period plus two one-year option periods, not to exceed three years total.

Evaluation
Proposals will be evaluated based on Technical, Past Performance, and Price. Technical and Past Performance are equally important and individually more important than Price. Combined, they are substantially more important than Price. Submission requirements include a signed SF 1449, a technical quote (15-page limit), past performance references, and pricing information using Attachment 2.
Additional Notes
This is a recompete, with RecAccess (140D0421P0244) identified as the incumbent. The DOI acts as the contracting activity, while the Air Force provides technical oversight. A call center for phone reservations is not required. The government will facilitate a new, vendor-specific Pay.gov account structure, and GIS data will be provided in ESRI format. FedRAMP Moderate authorization is expected, similar to the current system, but an ATO under RMF is not required.
