Scope of Work
The Holston Army Ammunition Plant (HSAAP) relies heavily on river water for its explosives production. The existing river water system, installed in the 1940s, has degraded, leading to temperature compliance issues with discharges into the Arnott Branch. All production channels and outfalls are currently directed to Channel 1976 and Outfall 40. With anticipated increases in production, the current system will exceed permissible temperature impacts.
This project involves significant modifications to Outfall 40, including:
- Re-routing and channel improvements: To ensure compliance and sustainability.
- Construction of a new channel: This new channel will discharge directly into the Holston River, bypassing the Arnott Branch.
- Channel stabilization: To support the new infrastructure.
- Abandonment of the existing weir and Outfall 40: The current discharge point into Arnott Branch will be decommissioned.
- Site preparation: Construction of the new channel will include a 10-foot clearing on either side for maintenance and construction, along with a temporary road and turnaround on the eastern side for construction vehicles.
