Scope of Work
This solicitation is for the supply of "Boss" components, which must conform to Electric Boat Corporation Drawing 2621-053-01 PIECE 11A and be made from MIL-C-15726, Alloy C71500 material. Due to the critical nature of the material, stringent quality assurance, testing, and traceability requirements are in place to prevent failure, serious injury, or loss of vital shipboard systems.
Key Requirements
- Material Certification & Traceability: Quantitative chemical and mechanical analysis is required. Traceability must be maintained from material to certification test reports, especially for Level I/SUBSAFE systems. Material must be permanently marked per MIL-STD-792.
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025.
- Testing: Non-Destructive Tests are required for weld repair and production welds. Final inspection includes material sampling per ANSI/ASQ-Z1.4 and 100% inspection of material verification, traceability, and NDT certifications.
- Welding/Brazing: All welding and brazing must comply with specified NAVSEA standards (e.g., S9074-AR-GIB-010A/278). Procedures and qualification data require prior review and approval.
- Configuration Control: Contractor must maintain equipment baseline configuration. Waivers, deviations, and Engineering Change Proposals (ECPs) for Class I or II changes require PCO approval.
- Mercury Free: Hardware and supplies must be free of mercury and mercury-containing compounds.
Submission & Logistics
Certification data, including CDRLs DI-MISC-80678 (Test Certification) and DI-QCIC-81110 (Inspection System Procedures), must be submitted to Portsmouth Naval Shipyard via Wide Area Work Flow (WAWF) prior to each shipment. Specific WAWF codes (Ship to N50286, Inspect by N39040, Accept by N39040) and email notification are required. No material is to be shipped without acceptance.
