Scope of Work
The contractor will provide evidence-based outpatient or early intervention substance use treatment services to CSOSA offenders, based on assessed level of care or court order. Services must align with American Society of Addiction Medicine (ASAM) criteria, Level 1.5, and early intervention services for offenders mandated to the Traffic and Alcohol Program (TAP). Key requirements include:
- Provision of assessments, individualized care plans (ICPs), group sessions (minimum 12 face-to-face, rest virtual), and case management.
- Various translation services (ASL, foreign language, VRI, document translation).
- Maintenance of offender electronic treatment files, to be transferred to CSOSA via CRISP.
- Reporting requirements: progress notes, monthly progress reports, and monthly/Year-to-Date activity reports.
- Contractor shall not purchase, prescribe, or provide medication.
Contract Details
This is a Solicitation for an anticipated Firm-Fixed Unit Price (FFUP) purchase order. The period of performance includes one 12-month base period and four 12-month option periods. The estimated value is $19M under NAICS code 621420 (Outpatient Mental Health and Substance Abuse Centers), with a guaranteed minimum of one outpatient treatment placement and a Not-to-Exceed ceiling of $19M.
Submission Requirements & Evaluation
Proposals must be submitted electronically to catherine.collins@csosa.gov. Offerors must include all required information identified in solicitation sections L.4.3 and L.4.4. The evaluation will be based on best value to the Government, considering price and non-price factors. Non-price factors (Key Personnel Qualifications, Relevant Corporate Experience, Past Performance) are combined and more important than price. Key Personnel is the most important non-price factor, followed by Corporate Experience and Past Performance (equal importance).
Mandatory submissions include:
- A signed copy of page 1 of Amendment 0002 and Amendment 0001.
- The revised Attachment J-15 (Solicitation Price Sheet), accurately completed.
- Attachment J-14 (Past Performance Questionnaire), completed by references.
- Attachment J-13 (Cover Letter), including SAM UEI and business size for NAICS 621420.
- Attachment J-12 (FAR 52.212-3 Offeror Reps & Certs).
- Acknowledgement of insurance requirements (Section H.11) and commitment to provide a Certificate of Insurance within 10 days of award.
- Contractor personnel will be subject to CSOSA background checks and must sign confidentiality agreements (e.g., Attachment J-11).
