This document is a presentation for an outreach event concerning a Multiple Award Task Order Contract (MATOC) for Surveying and Mapping Services for the USACE Caribbean District. The contract will require independent contractors to provide all labor, materials, and equipment for surveying and mapping services. Specific services include:

Services will support Land Acquisition, Hydraulic & Hydrologic Analysis, Construction Support, Permitting, Engineering Design, Harbor Inspections, and MILCON Programs.

Technical criteria and standards include various USACE Engineering Manuals (EMs) and Federal Acquisition Regulation (FAR) clauses, as well as FGDC and ASPRS standards. Specific personnel experience levels are required for survey crews, specialists, analysts, and technicians.

• Proposal Submission: SF 330 Parts I and II are required, along with any supplemental information and documented performance evaluations (CPARS or PPQs). Submissions are electronic.

• Evaluation Criteria: Professional qualifications, specialized experience, technical competence, capacity, past performance, and local knowledge will be considered per FAR 36.602-1. Cost factors will not be considered.

• Key Deadlines: Estimated Advertisement: June 29, 2026. Estimated Award: February 20, 2028.

If set aside for Small Business (SB), prime firms must be registered as SB under the appropriate NAICS code in SAM.gov and on SF 330 Part II.

An outreach event was held on February 27, 2026, with a Q&A session and "One on One" meetings. All questions and answers from the event will be provided on SAM.gov. Payment will be based on negotiated unit prices, with Task Orders being Firm Fixed Price (FFP). Monthly payments are per FAR 52.232-10 with a 10% retainage.
