Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the overhaul of components for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) to maintain an inventory of Ready for Issue (RFI) components for the HC-130J aircraft fleet. The goal is to ensure aircraft availability and support critical USCG missions.

• Overhaul of specified components to return them to an RFI condition.

• Provision of all necessary parts, labor, tooling, test equipment, and facilities.

• Compliance with Original Equipment Manufacturer (OEM) specifications, applicable technical directives, or alternate standards approved in writing by the USCG.

• Identification and correction of all deficiencies found during teardown and inspection, including removal of foreign matter and corrosion.

• Replacement of parts as mandated by technical documents and a specific list in Attachment 1, regardless of condition.

• Components must be returned in an airworthy condition and suitable for installation.

• A 12-month warranty against defects in workmanship and materials is required.

• Compliance with quality management systems (e.g., AS9100, ISO 9001:2008).

• Reporting requirements include component receipt notification and monthly status reports.

• Primary place of performance will be the Contractor's facilities or other USCG-approved locations.

• Desired turn-around time for overhaul is ninety (90) days after receipt of material (ARM).

• Contractors must demonstrate access to the most current editions of all applicable technical documents and manuals.

• Specific certifications are required, such as OEM, OEM Authorized Repair Center, or FAA Certified 145 Repair Center.

• Airworthiness certification (e.g., FAA 8130-3 or EASA Form-1) is mandatory for all overhauled components.

• Environmental requirements include cleaning to remove hazardous dust (hexavalent chromium, cadmium, lead).

• Procedures for handling Unusual Damage, Cannibalized Components, and Beyond Economical Repair (BER) are outlined.

This document, "Attachment 2 - Terms and Conditions," outlines the contractual terms and conditions applicable to the solicitation. It supersedes all other terms and conditions and is incorporated by reference into any order awarded as a result of this solicitation.

• Instructions to Offerors (52.212-1): Specifies that offers must be held firm for 120 calendar days.

• Security Prohibitions and Exclusions (52.240-90): Includes provisions related to covered telecommunications equipment/services, FASCSA orders, Sudan business operations, and Iran sanctions.
• Solicitation Provisions Incorporated by Reference: Lists numerous FAR and HSAR clauses that are incorporated by reference.
• Purchase Order Requirements: Details shipping addresses, F.O.B. destination, inspection and acceptance procedures, and requirements for material inspection and receiving reports (MRR), and packing/marking/preservation.
• Warranty: The contractor's standard commercial warranty is acceptable.
• Required Documentation: Certificate of Airworthiness or Equivalent, Certificate of Conformance, and PMA documentation may be required.
