This document, "Attachment 2 - Terms and Conditions," outlines the contractual terms and conditions that will apply to any order awarded as a result of the solicitation. It supersedes all other terms and conditions and acceptance of an order signifies acceptance of these terms.

• Applicability: Clauses and provisions are applicable to orders resulting from the solicitation.
• Instructions to Offerors (52.212-1): Offers must be held firm for 120 calendar days.
• Evaluation (52.212-2): Award will be made to the responsible offeror whose offer is most advantageous, using a tradeoff process. Evaluation factors, in descending order of importance, are: Technical Acceptability, Delivery, and Price.
• Technical Acceptability Requirements: Offerors must demonstrate access to applicable technical directives, provide proof of ability to update technical data, and submit proof of Airworthiness Certification (e.g., FAA 8130 or equivalent) for overhauled items. A Certificate of Conformance is not acceptable for certifying airworthiness.
• Contractor Certification: Contractors must be FAA, OEM, or DoD/USCG certified for overhaul services. Sub-contractors must also meet these requirements.
• Quality Assurance: A Quality Assurance System is required, including test component calibration and documentation.
• Delivery: Offerors must state delivery capability, evaluated as High Confidence (within 60 days ARC), Satisfactory Confidence (61-90 days ARC), or Low Confidence (over 91 days ARC).
• Price: Quotations will be evaluated for fairness and reasonableness, considering discounts.
• Provisions and Clauses: Includes numerous FAR and HSAR clauses, many with authorized deviations, covering topics such as security, trade agreements, labor standards, and environmental sustainability.
• Purchase Order Requirements: Specifies shipping address (USCG Aviation Logistics Center) and F.O.B. Destination terms.
• Material Inspection and Receiving Report (MRR): DD Form 250 or commercial shipping document required with delivery.
• Packing, Marking, and Preservation: Must comply with ASTM-D3951-15 and best commercial practices.
• Quality Assurance: Applicable to orders for products that will touch USCG aircraft; requires immediate notification of defects or non-airworthy conditions.
• Warranty: Standard commercial warranty is acceptable.
• Required Documentation: Certificate of Airworthiness or Equivalent, and Certificate of Conformance (FAR 52.246-15) are required.
• Payment Instructions: Invoices to be submitted IAW FAR 52.212-4, preferably electronically.
• Option for Increased Quantity: USCG may increase the quantity by five (5) each, up to a maximum of ten (10), within 365 days of award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) to maintain an inventory of "Ready for Issue" (RFI) components. The goal is to support the USCG's missions, including search and rescue, law enforcement, and marine resource conservation, by ensuring aircraft condition and availability.

• Overhaul services for specific Part Numbers (P/N) and National Stock Numbers (NSN) for HC-130J aircraft components.

• Components must be returned in an airworthy and RFI condition, adhering to applicable technical directives or approved alternate standards.

• The Contractor shall supply all parts, labor, and materials for a complete overhaul, including repair of deficiencies discovered during teardown, replacement of missing hardware, and removal of foreign matter or corrosion.

• Incorporation of Service Bulletins (SB) or repairs for Unusual Damage will be priced separately.

• Components must meet or exceed technical directive specifications.

• Overhauled components must be certified as airworthy and ready for field installation.

• A Certificate of Conformance (COC) is required for each overhauled component.

• The primary place of performance will be the Contractor's facilities or other USCG-approved locations.

• Required delivery dates will be provided in the order.

• Contractor Facility Certifications: Must be FAA Certified, OEM Certified, or DoD/USCG Certified.

• Quality Assurance System: Contractor and sub-contractors must maintain a QA system.

• Applicable Documents: Must comply with Original Equipment Manufacturer's Commercial Maintenance Manuals (CMM) and specific Technical Orders (e.g., 9H4-2-97-3, 9H4-2-97-4).

• Reporting: Submit reports within five (5) working days of completion of work, including Component Repair Records (CRR).

• Environmental Requirements: Parts must be cleaned to be free of hazardous dust prior to return.

• Unusual Damage: Components may be evaluated for "Unusual Damage" (e.g., misuse, cannibalization, crash damage) which may result in separate pricing.

• Beyond Economical Repair (BER): Procedures for determining and reporting BER components are outlined.
