Statement of Work (SOW) / Performance Work Statement (PWS)

To preserve service life, reduce life cycle cost, and increase mission capabilities through comprehensive MH-60T Rotor Blade overhaul services.

• Provide all necessary parts, material, labor, tooling, overhaul manuals, test equipment, engineering services, management, and facilities to test, evaluate, and overhaul or strip and rebuild MH-60T Rotary Wing and Rudder Blades.

• Services must return components to a "Ready For Issue" (RFI) condition.

• Overhaul and testing must be performed in accordance with Naval Air Systems Command (NAVAIR) and Original Equipment Manufacturer (OEM) technical manuals.

• Maintain OEM certification for overhaul and modification.

• Comply with certification and documentation requirements.

• All parts must be airworthy and suitable for installation.

• Returned components require a DD Form 1574 Serviceable Condition Code Tag and a Certificate of Airworthiness/Conformance.

• Maintain a quality system compliant with ISO 9001-2000.

• Standard one-year commercial warranty applies.

• Components are tracked via the USCG's Asset Computerized Maintenance System (ACMS).

• Work to be performed at the Contractor's facility or other USCG approved facility.

• Contract type is "as needed" basis via delivery orders/written modifications.

• Contractor must validate Rotor Blade hours remaining (minimum 3,000 hours).

• Overhaul classifications include Category II (Minor), Category III (Major), Category IV (Strip and Rebuild), and Beyond Economical Repair (BER).

• Specific procedures for Unusual Damage Evaluation, Discrepancy Evaluation, Aircraft on Ground (AOG) Situations, Replacement Parts, Corrosion Treatment, and Environmental Requirements.

• Contractor must comply with all applicable federal, state, and local laws and regulations, including environmental protection.

• Government-furnished property (GFP) will be provided and must be accounted for.

• Contractor must notify the Contracting Officer of any changes to technical manuals, service bulletins, modifications, ECPs, LECPs, or TCTOs.

• Monthly production reports and quarterly audits are required.

• Failure data reports must be submitted for each overhauled component.

• Turn Around Time (TAT) and monthly output rates are established and must be met, with provisions for schedule relief requests.

• Early deliveries are encouraged at no additional cost.

Justification for Other Than Full and Open Competition (J&A)

This document justifies the United States Coast Guard's (USCG) intent to procure the overhaul of Rotary Wing and Rotary Rudder Blades for MH-60T aircraft on a sole source basis from Sikorsky Aircraft Corporation (Sikorsky). Sikorsky is identified as the Original Equipment Manufacturer (OEM) and the only Naval Supply Weapons Systems Support (NAVSUP WSS) approved source capable of meeting this requirement.
