Vendors must be deemed fully capable by division-level command-appointed Coast Guard Engineers or Equipment Specialists.

• Contract Type: Anticipated award is a purchase order.

• Period of Performance: Delivery is required within ninety (90) days after receipt of order (ARO). Early and partial deliveries are desired and will be accepted.

• Submission: Offers must be submitted by the exact time specified in the solicitation and include the solicitation number, offeror information (name, address, UEI), necessary evaluation information, responses to required provisions, and a statement of agreement with terms and conditions.

• Evaluation: Award will be made to the lowest-priced, technically acceptable offeror representing the best value to the Government. Technical acceptability will be rated as "acceptable" or "unacceptable."

• Offer Firmness: Offerors agree to hold prices firm for 60 calendar days from the offer receipt date.

• The solicitation is anticipated to be sole source to SAFRAN VENTILATION SYSTEMS, but other responsible sources may submit capability statements or quotations.

• Vendors must meet specific FAA certification and capability requirements.

• The document includes numerous FAR and HSAR clauses covering various aspects such as security, sustainability, whistleblower rights, and prohibitions related to foreign entities and technology. Bidders should carefully review all incorporated clauses.

Justification for Other Than Full and Open Competition

This document justifies procuring services on a sole-source basis for the repair of "CYLINDER, OXY EMERG" parts (p/n 5600-9C1A-X0K, NSN: 1660-01-257-7101) for the HC- aircraft. The U.S. Coast Guard (USCG) intends to procure these services from the Original Equipment Manufacturer (OEM) or its authorized repair facility.

• Repair of 10 EA "CYLINDER, OXY EMERG" parts.

• Repairs must be performed in accordance with OEM Specifications.

• The parts are required for RFI assets for the HC- aircraft.

• AVOX SYSTEMS INC is the OEM and holds the rights to the technical data, specifications, and drawings necessary for manufacturing and repairing these parts.

• SAFRAN AEROSYSTEMS SERVICES AMERICAS, LLC (CAGE code 55912) is identified as the sole OEM repair facility.

• The items are unique to a specific aircraft, and their installation, operation, or servicing must comply with OEM requirements and the USCG's authorized engineering authority.

• It has been determined to be uneconomical for the Government to purchase the rights to the technical data required for repair from entities other than the OEM.

• The USCG has conducted market research, including checking web-based subscription services, industry periodicals, and attending trade shows, to identify alternative sources, but none were found to be legally achievable.

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific components for the U.S. Coast Guard (USCG).

• Services must be performed by the Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center.

• The contractor must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI).

• The contractor shall obtain proprietary OEM documentation.

• Specific component: CLINDER, OXY EMERG (NSN: 1660-01-527-7101, Part Number: 5600-9C1A-XOK).

• Quantity: 10 units.

• Service: REPAIR/HYDRO TEST.

• Levels of repair include Inspect/Repair as necessary and Overhaul.

• Corrosion found during inspection requires thorough disassembly and repair/replacement per OEM specifications. Corrosion on Flight Critical components is not permitted and requires OEM evaluation.

• Contractors may request a Beyond Economical Repair (BER) determination from the Contracting Officer (KO).

• Contractor must inspect for missing parts within 15 calendar days of receipt and notify the KO.

• A Teardown and Inspection Report (TIR) is required, detailing parts, labor, and charges. A copy must be provided to the KO within 5 calendar days of inspection.

• Required turn-around-time is ninety (90) days after receipt of material (ARM). Earlier delivery is desired if no extra charges apply.

• Contractor must be ISO 9000 compliant or have an acceptable quality system.

• Components must be cleaned to remove hazardous dust (hexavalent chromium, cadmium, lead) in accordance with applicable standards.

• Contractor shall provide an FAA airworthiness release 8130-3 Certificate or EASA Form-1, or an authorized Certificate of Conformance for each component.

• The contractor must maintain a legible component tracking form for each reworked component, including rework details and labor hours.

• Packaging and preservation must comply with CMM, ANSI ESD S541, MIL-STD-2073, and ATA specification number 300, as applicable.

• Packaging must provide maximum protection from damage and corrosion, with preservation sufficient for at least one year of storage.

• Each package must contain only one component/assembly.

• Specific labeling requirements for packages are detailed.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.
