Statement of Work (SOW) / Performance Work Statement (PWS)

To define the requirements for the overhaul (soft kits only) and testing of specific Marotta valves to return them to a fully mission-capable status for USS SULLIVANS DDG 68. The repairs are critical due to manifold failures impacting Gas Turbine Engines and operational readiness, with some equipment exceeding its Planned Maintenance Periodicity.

• Overhaul and Testing: Perform a standard overhaul of nine (9) Marotta valves, replacing all soft parts (o-rings, gaskets, etc.) and conducting comprehensive testing.

• Specific Valves: Includes seven (7) RM11HB-6B and two (2) RM11MA Marotta valves, with specific model, manufacturer part, and serial numbers provided.

• OEM Parts: Mandatory requirement to use exclusively Original Equipment Manufacturer (OEM) parts for all replacements.

• Condition Found Report (CFR): If damaged or worn hard parts are discovered during inspection, the contractor must halt work, submit a CFR with a revised quote for "over and above" repairs within 5 business days, and await written modification from the Contracting Officer before proceeding.

• Testing: Rigorous testing in accordance with manufacturer specifications and technical manuals.

• Identification: Permanently affix a metal tag to each manifold with test pressure, date, and identification details.

• Turnaround Time: 15-30 days if all 9 valves are received simultaneously; 30-45 days After Receipt of Order (ARO) and receipt of valves if received at different times.

• Place of Performance: Off-site at Moody Marine Services, 589-1 Levy Rd, Atlantic Beach FL 32233.

• Condition Found Report (CFR) for "over and above" repairs (within 5 business days).

• Nine (9) overhauled, tested, and tagged Marotta valves.

• Test Reports and Certificate of Conformance (CoC) shipped concurrently with valves.

• Government Shipping: Government will ship valves to the contractor. Valves must be "Clean, Drained, and Safe" prior to transit.

• Contractor Packaging: Package overhauled units to prevent damage during transit, potentially requiring Level A or B Preservation per MIL-STD-2073-1.

• F.O.B. Destination: Contractor is responsible for the cost and risk of transporting overhauled valves back to the ship or designated Navy receiving point.

• Quality Assurance: Maintain an adequate Quality Management System (QMS).

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for the overhaul (soft kits only) and testing of nine (9) Marotta valves for the USS THE SULLIVANS DDG-68. The valves are identified as seven (7) RM11HB-6B and two (2) RM11MA models. The repairs are necessary because the manifolds are not operating within design parameters, impacting Gas Turbine Engines and operational readiness, and have exceeded their Planned Maintenance Periodicity.

• Scope of Work: Perform a standard overhaul including replacement of all soft parts (o-rings, gaskets) and comprehensive testing.

• F.O.B. Destination for return shipment to the ship or designated Navy receiving point.
