Statement of Work (SOW)

To obtain inspection, repair, and/or overhaul services for components from the Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center acceptable to the Coast Guard.

• Services include inspection, repair, and overhaul of "STARTER GENERATOR" (NSN: 2925-01-HS3-3357, Part Number: G4085-1000) for 4 units with an option for 3 additional units.

• Repair levels include "Inspect/Repair as necessary" and "Overhaul." Overhaul involves complete teardown, inspection, cleaning, replacement of consumables and degraded components, and resets the Time Since Overhaul (TSO).

• Strict adherence to OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI) is required.

• Corrosion found during inspection necessitates thorough disassembly and removal/replacement of affected parts, following OEM specifications. Corrosion on Flight Critical components is not permitted.

• Components must meet manufacturer's functional requirements.

• A Teardown and Inspection Report (TIR) is required, detailing parts repaired/replaced, unit prices, labor hours/rates, and other charges.

• Components must be airworthy and suitable for USCG aircraft.

• Required turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charges apply.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.

• Contractors must obtain required OEM documentation (drawings, Service Bulletins, CMMs).

• Compliance with ISO 9000 or an equivalent quality system is required.

• Thorough cleaning of components to remove hazardous dust (e.g., hexavalent chromium, cadmium, lead) is mandatory.

• FAA Form 8130-3 Certificate or EASA Form-1 is required for each component tested, repaired, or overhauled. A Certificate of Conformance may be submitted if authorized.

• Components must be tracked via a legible component tracking form, including part number, nomenclature, serial number, and rework details.

• Packaging and preservation must comply with CMM and ATA-300 standards, providing maximum protection against damage and corrosion for at least one year of storage. Specific prohibited packaging materials are listed.

• Components must be labeled with NSN, Part Number, Serial Number, Nomenclature, Purchase Order Number, CLIN, and CAGE CODE.

• Traceability to OEM must be provided if required.

It is uneconomical to purchase these rights.

Solicitation / RFP / RFQ
