Bidders must thoroughly review and complete this EPP to demonstrate their understanding of and compliance with all environmental requirements. Failure to adequately address these environmental considerations may impact proposal evaluation and contract award. The EPP details critical operational aspects, including waste handling, disposal, and environmental protection measures, which are integral to the project's execution.

Performance Work Statement (PWS)

To provide oily/chemical wastewater purification services to support Tank Work on Ships Force Direct Support at Commander Fleet Activities Yokosuka (CFAY), Japan.

• Provide wastewater purification services for Oily Waste Water (OWW), including collection, separation, and purification of oil, flush water, and bilge water.

• The service includes the arrangement of bilge transfer piping between the oil-separating barge and the shore riser connection.

• Purified water must be dischargeable to the sea in accordance with contract specifications.

• The contractor must handle OWW that may contain Per- and Polyfluoroalkyl Substances (PFAS), including PFOA and PFOS, in accordance with all applicable regulations.

• Used fuel oil must be collected, transported, and disposed of for recycling and/or energy recovery.

• The contractor is responsible for all labor, tools, materials, equipment, and transportation necessary for the services, unless otherwise specified.

• The contractor must maintain spill response supplies and be responsible for cleanup of spills caused during work performance.

• Minimum capacity for water purification system: 50 cubic meters/hour and 1,200 cubic meters/day.

• Minimum capacity for chemical water purification system: 20 cubic meters/hour and 480 cubic meters/day.

• The contractor must maintain a daily log of wastewater capacity levels, provided monthly and upon request.

• Effluent limits for various parameters (BOD5, TSS, pH, COD, etc.) are detailed in Tables E1, E2, and E3.

• PFAS (PFOS + PFOA) concentrations must be less than 50 ppt for discharge.

• The contractor must conduct annual and monthly sampling and analysis of effluent.

• Disposal of Oily Waste Water, Sludge, and Filters contaminated with PFAS must adhere to specific hazardous and industrial waste regulations.

• Base Period: February 26, 2026 – April 15, 2026.

• Location: Commander Fleet Activities Yokosuka (CFAY), Japan.

• Services are required on a 24-hour basis during the period of performance.

• Contractor must possess all required training, qualifications, licenses, and permits under Government of Japan (GOJ) law.

• All equipment and spill response supplies must be on-site.

• Barges must pass government inspection prior to use.

• Contractor must provide two rubber fenders at CFAY.

• Shipboard sampling for PFAS is required, with specific protocols and laboratory accreditation requirements (DoD ELAP).

• All PFAS analysis must be conducted by a DoD ELAP-accredited laboratory.

• Used oil fuel must be recycled outside CFAY, with proof of recycling provided.

• Disposal of PFAS-contaminated waste must be through a licensed facility, with specific documentation required.

• The contractor must submit a Site-Specific Emergency Response Plan upon award.

• Environmental Protection Performance Requirements include effluent monitoring and reporting.

Solicitation / RFP / RFQ

This solicitation is for Oily Wastewater (OWW) Purification Service to support ship direct requirements. It is intended only for sources authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042. Prime Contractors outside of Japan must submit documentation demonstrating compliance with DFARS 252.225-7042.
