Scope of Work

The requirement is for comprehensive OWW treatment and recycling services, including collection, receiving, transferring, holding, treating, testing, and disposal of OWW. Services will support various activities such as Ship Repair Facility-Japan Regional Maintenance Center Detachment Sasebo (SRF), Military Sealift Command, Naval Beach Unit 7 Sasebo, Commander Fleet Activities Sasebo (CFAS) Environmental, CFAS Port Operations, and CFAS N38 Fuels Department. The scope includes OWW barge service, hose and fitting services, and OWW vacuum truck service. PFAS sampling and testing of effluent prior to discharge is also required.

Key Capabilities Required

Contractors must demonstrate the capability to provide the following:

  • Acceptance Capacity: At least 50,000 gallons or more of OWW per job, per day.
  • Holding Capacity: A total of at least 2,000,000 gallons OWW holding capacity.
  • Treatment Barges: At least seven (7) OWW treatment and collection barges, each capable of treating 15,000 gallons or higher per hour and having a minimum 50,000 gallons of capacity.
  • Vacuum Truck: At least one (1) OWW vacuum truck with 2,400 gallons (10 ton) of capacity.
  • OWW Definition: OWW may be contaminated with small amounts of Aqueous Film Forming Foam (AFFF) incidental to normal operations; concentrated or activated AFFF is excluded.

Special Requirements & Performance Standards

  • Environmental Compliance: Adherence to Japanese environmental laws, JEGS, and CFAS instructions. Submission and approval of an Environmental Protection Plan (EPP).
  • Safety: Compliance with OSHA and Japanese safety/health regulations, including personnel training in spill response and first aid.
  • Waste Management: Proper management of hazardous and industrial waste.
  • Spill Prevention: Maintaining spill kits and immediate reporting of spills.
  • Personnel: Provision of a qualified Contractor Manager (CM) fluent in both English and Japanese.
