Scope of Opportunity

This concession includes two developed recreation sites:

  • Shores Lake Recreation Area: Features a 25-campsite campground, trailhead parking, boat launch, picnic pavilion, picnic area, swimming beach, and fishing areas. The Forest expects year-round operation of the campground, which will be required to be listed on Recreation.gov.
  • White Rock Recreation Area: Includes a lodge (accommodating up to 16 guests), 3 rental cabins, 8 campsites, and a group campsite. The permit holder will be responsible for securing and paying for utilities and managing waste. Liability insurance is required; property insurance is not.

Application Requirements & Clarifications

Applicants must submit a business plan evaluation fee with their proposal. The application package requires one hard copy and one electronic copy. Historical revenue data for Shores Lake campground is available from FY 2022-2025, with earlier data unavailable due to system transition. Occupancy data for Shores Lake has not been historically tracked. The Forest is open to higher public fee rates and would consider offering primitive camping. Interpretive services are optional.
