Scope of Work
This procurement includes:
- Thirty-one (31) P-8A QEC and EBU Kits for NAVAIR Maritime Patrol and Reconnaissance Aircraft (MPRA) Program 290 (PMA-290) Domestic and Foreign Military Sales (FMS).
- Two (2) C-40 QEC Kits for Tactical Airlift Program Office (PMA-207).
- Seventeen (17) E-7A QEC and EBU Kits for the United States Air Force. All kits are considered commercial items. Deliveries for some kits are to Naval Air Station Patuxent River, MD.

Evaluation & Submission
This is NOT a Request for Proposal (RFP). Responses will be used for information and planning purposes to determine if an adequate number of qualified contractors exist. The government is not obligated to issue an RFQ or make an award based on responses.
Interested parties should submit a capability statement, limited to three pages, addressing the objectives outlined in Section 2.0 of the notice. This includes identifying issues, roadblocks, potential subcontractors/teaming arrangements, and feedback on technical specifications. Include company information, contract number, and descriptions of recent, relevant projects. Do NOT submit pricing information. Responses should be emailed to the Contracting Officer.
