Quick Summary
The Naval Air Systems Command (NAVAIR) intends to negotiate a non-competitive contract with Boeing Digital Solutions, Inc. for P-8A Poseidon Electronic Flight Bag (EFB) Licenses and Navigational (NAV) Databases. This pre-solicitation notice confirms the government's intent to award to a single source due to proprietary data rights.
Scope of Work
The requirement is for commercial-off-the-shelf annual navigation database software subscriptions for P-8A Poseidon EFB systems. This includes various software subscriptions such as ForeFlight Dispatch, FliteDeck Pro, ForeFlight Military Flight Bag (MFB), On-board Performance Tool (OPT), OPT Airport Database, and Aeronautical Radio Incorporated (ARINC)-424 Navigational database (NAV database) tools.
Contract Details
- Type: Non-competitive negotiation (Pre-solicitation Synopsis)
- Authority: FAR 6.302-1 (only one responsible source)
- Set-Aside: None (sole source)
- Published: January 7, 2026
- Notice Response Date: January 29, 2026 (This is not a deadline for competitive proposals)
Evaluation & Justification
NAVAIR has determined that Boeing Digital Solutions, Inc. is the only source capable of fulfilling this requirement, as they possess the proprietary data rights and exclusive commercial licenses necessary for the EFB system. A previous Sources Sought Notice (August 29, 2025) received three responses, but none were found capable of meeting the requirements. This notice is not a request for competitive proposals, and the Government will not consider further information from interested parties in response to this pre-solicitation.
Additional Notes
Companies interested in potential subcontracting opportunities should contact Boeing Digital Solutions, Inc. directly.
