Sources Sought Notice

This notice is issued by the Naval Facilities Engineering Systems Command, Mid-Atlantic for market research purposes to determine if eligible small business firms are capable of performing construction services for the P084 Next Generation Torpedo Integration Lab at Naval Station Newport, Rhode Island. This is NOT a Request for Proposal (RFP), Quote (RFQ), or Invitation for Bid (IFB). No solicitation, specifications, or drawings are available at this time.

The project involves the construction of a multi-story steel frame laboratory and office facility (12,920 SF) to support depot-level testing of critical torpedo systems. Construction includes a shallow foundation, metal standing seam roof, masonry and metal panel exterior walls, site preparations, site improvements, underground stormwater retention system, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, and exterior lighting.

• Estimated magnitude of construction: $25,000,000 to $100,000,000.

• This is a new procurement; no existing contract.

• Anticipated award: December 2026.

• NAICS Code: 236220 Commercial and Institutional Building Construction.

• Small business size standard: $45M.

• Interested sources must respond using the "Sources Sought Contractor Information Form" and "Project Information Form" (attached separately).

• Responses are due by 2:00 PM local time on May 29, 2026.

• Submissions must be electronic to demetrice.jenkins2.civ@us.navy.mil, limited to a 4MB attachment.

• The government will use responses to make acquisition decisions regarding set-aside (e.g., for small businesses) or full and open competition.

• Capabilities statements are not proposals but should demonstrate expertise and experience.

• All service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and small businesses are encouraged to respond.

• Large business submittals will not be considered.

• If set aside for small businesses, FAR 52.219-14, Limitations on Subcontracting, will apply.

• Small businesses may use the experience of a first-tier subcontractor to demonstrate capability, provided the subcontractor is also a small business and is identified in the response.
