Option CLINs (0002, 0003, 0004) may be awarded within 365 days of contract award. Bonding requirements will apply, and a 10% Performance Guarantee is required within 10 days of award, or Performance and Payment Bonds.
Submission & Evaluation
Proposals are due electronically via the PIEE Solicitation Module by April 02, 2026, at 2:00 PM Norfolk, VA local time. This is an unrestricted, full and open competition. Evaluation will follow a best value tradeoff process, considering Construction Experience, Technical Solution, Safety (Acceptable/Unacceptable), Past Performance, and Price. Technical factors and past performance are approximately equal in importance to each other and to price. All offerors must be registered in the System for Award Management (SAM) at the time of offer submission and contract award. Special Joint Venture (JV) requirements apply.
