Bidder Eligibility & Requirements
- Local Source Restriction: This contract is intended only for local sources physically located in Japan and authorized (licensed and registered) to perform construction work in Japan. This includes corporations, partnerships, or Joint Ventures (where the JV entity or each member satisfies local source requirements).
- Japanese Registration: Offerors must be registered with the Government of Japan to perform construction work and possess necessary construction licenses and permits, verifiable through the Ministry of Land, Infrastructure, Transport, and Tourism (MILT).
- SOFA Status: The U.S. Government will not offer "United States Official Contractor" status or certify employees as "Members of the Civilian Component" under the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States.
- SAM Registration: All interested companies must be actively registered in the System for Award Management (SAM) at sam.gov. Joint Ventures must also register as independent entities.
