Scope of Work
This non-personal services requirement encompasses comprehensive maritime support, including:
- Ocean Transportation Services: Transporting general and specialized military cargo (e.g., ammunition, equipment, vehicles, personnel) using ocean support vessels or tug and barge combinations. Responsibilities include voyage planning, loading, securing, transporting, and offloading.
- Vessel Towage: Providing watercraft for towing US Government vessels (powered, unpowered, or disabled), with detailed planning, route assessment, weather monitoring, and contingency planning.
- Ammunition Handling and Transport: Safe and compliant management, transportation, and security of ammunition and explosives, adhering to international and domestic regulations (e.g., International Maritime Dangerous Goods Code, 49 CFR, DA PAM 385-64).
- Afloat Storage and Mooring: Securely mooring at destination ports for afloat storage of military equipment, ensuring continuous safety, 24-hour access, and protection during severe weather.

Eligibility & Required Capabilities
Vendors must demonstrate capability to operate within the INDOPACOM AOR. Vessels must be US Flag (waivers possible) and maintained to the highest class of a recognized classification society. A minimum of $5 million in public liability insurance for ammunition and explosives transport is mandatory.
Interested parties should submit a capability statement (max 5 pages, Times New Roman 10 pitch) addressing:
- Experience in the INDOPACOM AOR.
- Fleet capabilities, rigging, and compliance with US Flag and classification society standards.
- Capability for ammunition transport and verification of required insurance.
