Quick Summary

The USDA Forest Service is soliciting proposals for a Pacific Southwest (PSW) Stewardship Blanket Purchase Agreement (BPA) to acquire hazardous fuels reduction and restoration services across multiple National Forests in California. This Full and Open Competition opportunity aims to improve forest health, reduce wildfire risk, and provide wood resources. Proposals are accepted on an Open and Continuous basis.

Scope of Work

This BPA covers stewardship services on Federal and local agency lands within 150 miles of the Angeles, Cleveland, Eldorado, Inyo, Klamath, Lassen, LTBMU, Los Padres, Mendocino, Modoc, Plumas, San Bernardino, Sequoia, Shasta-Trinity, Sierra, Six Rivers, Stanislaus, and Tahoe National Forests. Work includes:

  • Commercial and non-commercial thinning
  • Mastication, hand cutting, and piling
  • Biomass utilization
  • Road construction, maintenance, closure, and decommissioning Future Call Orders will specify projects, potentially including Integrated Resource Service Contracts (IRSC) with or without required timber product removal, and Restoration-based Service Contracts.

Contract Details

  • Contract Type: Multiple Award Blanket Purchase Agreement (BPA)
  • Authority: Stewardship Authority (16 USC 6591c)
  • Period of Performance: 10 years from award, with an option to extend up to 20 years. Call Orders may extend up to 2 years past BPA expiration.
  • Set-Aside: Full and Open Competition
  • NAICS Code: 115310 - Support Activities for Forestry (Small Business Size Standard increased to $30 Million for future call orders)
  • Product Service Code: F099 - Other Natural Resources And Conservation Services

Submission & Evaluation

  • Proposal Submission: Offers must include separate technical and pricing proposals, emailed to Mark Phillipp (mark.phillipp@usda.gov) and Matt Daigle (matthew.daigle@usda.gov).
  • Pricing: Bidders must price all stewardship activities for each National Forest of interest. "Shelf rates" will be used for BPA evaluation, with firm-fixed prices required for specific Call Orders.
  • Evaluation Criteria: Key personnel, equipment, relevant past performance, local community benefit, and price. Past performance is moderately more important than other technical factors, which are approximately equal to cost/price.
  • Eligibility: Active registration in SAM.gov is mandatory for award eligibility.

Amendments & Notes

Amendment 002 incorporated FAR class deviations, removed non-compliant FAR/rescinded AGAR clauses, and updated sections for compliance. Amendment 001 established the Open and Continuous submission period, added several National Forests, and increased the small business size standard for NAICS 115310 for future call orders. All previous solicitation versions are obsolete.
