Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing packing, containerization, and local drayage services for Department of Defense (DoD) personnel's personal property shipments under the Direct Procurement Method (DPM).

• The contractor shall provide all personnel, equipment, facilities, supplies, services, and materials necessary for the preparation of personal property for shipment, drayage, and/or storage.

• Services include premove surveys, weighing, packing, containerization, tagging, inventorying, appliance servicing/unservicing, marking exterior shipping containers, storage, facility maintenance, cargo insurance, delivery, unloading, unpacking, and claims processing.

• Specific tasks include determining property nature via survey, weighing using certified scales, packing to minimize cubic measurement and withstand movement, containerization, and proper labeling.

• The contractor must handle various items including professional books, papers, and equipment (PBP&E), firearms, boats, and vehicles, adhering to specific guidelines for each.

• Packing/Loading/Containerization: No more than 3% of total shipments incorrectly packed/loaded/containerized per month.

• On-Time Pickup/Delivery: No more than 5% monthly customer complaints for untimely pickup/delivery.

• Documentation: 98% on-time return of completed, accurate, legible documentation to PPSO per month.

• Invoicing: 98% error-free invoice submission rate per month.

• Facilities/Equipment: Less than 3 violations per quarter for inadequate facilities or unserviceable equipment.

• Government-Owned Containers (GOCs): No more than 2% of GOCs improperly protected per quarter; less than 2 failures per month to recoup GOCs within specified timeframe.

• Contract period: January 1 to December 31, inclusive.

• Services are performed at the member's/employee's residence or the contractor's facility, as specified.

• Adherence to specific commercial standards (e.g., ASTM, SDDC) for containers and materials.

• Compliance with Wood Packaging Materials (WPM) regulations.

• Proper handling and documentation for all shipment types, including firearms, boats, and vehicles.

• Maintenance of adequate insurance coverage (Workmen's Compensation, Comprehensive General Liability, Automobile Liability, Cargo Insurance).

• Use of the Third Party Payment System (TPPS) for electronic payments.

• Specific procedures for claims filing, loss/damage reporting, and settlement.

• The contractor must ensure all vehicles used are safe and sound.

• All old shipment markings must be obliterated prior to delivery.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for Personal Property Movement Services (BPA) with the addition of training. It is issued in accordance with FAR Part 12 and constitutes the only solicitation; no separate written solicitation will be issued. The requirement is set aside 100% for Small Business under NAICS code 488991.

• The primary service required is Personal Property Movement Services (BPA).

• A Performance Work Statement (PWS) is attached and will govern the service requirements.

• The delivery is required within 90 days after receipt of order (ARO).

• Offerors must complete and submit the 'Required Information Sheet' attached to the solicitation.

• Quotes must include a description/detail of the supply/service to be provided, not just pricing.

• This is a Basic Ordering Agreement (BPA).

• BPA Master Dollar Limit: $3,119,823.00

• BPA Call Limit: $25,000.00

• Period of Performance: 1 June 2026 to 31 May 2031.

• Offerors agree to hold prices firm for 60 calendar days from the quote due date.

• Question due date: 5 May 2026 at 11:00 am.

• Quotes due date: 12 May 2026 at 11:00 am EST.

• The Government reserves the right to conduct interchanges, make no award, or cancel the solicitation.

• Evaluation will be based on Technical (Acceptable/Unacceptable) and Price (Fair and Reasonable).

• Offerors must be registered in the System for Award Management (SAM).

• CMMC Level 1 assessment is mandatory for all offerors.
