This Statement of Work (SOW) outlines the requirements for a contract to prepare and paint interior surfaces and upgrade lighting in Buildings 102 and 110 at the Fresno Air National Guard Base.

• Materials: Contractor to provide all necessary paints, primers, brushes, rollers, ladders, scaffolding, drop cloths, new LED bulbs, and other tools.

• Surface Preparation: Cleaning of dirt, dust, grease; filling and sanding cracks/holes.

• Protection: Contractor responsible for protecting floors, furniture, and equipment not designated for painting.

• Paint Application: Uniform application, free from drips/runs/sags, with sufficient coats for opacity.

• Office Space Paint: Low-VOC, eggshell/satin finish for walls, semi-gloss for trim. Light reflectance value between 40-60%.

• Shop Area Paint: Durable, industrial-grade paint for high-traffic environments, semi-gloss or gloss finish. Safety markings must be followed.

• Lighting Materials: Commercial-grade LED bulbs compatible with existing fixtures, meeting or exceeding current brightness.

• Security: All personnel require base access clearance (NCIC-III and TSDB background checks). AT Level I training required. Valid identification (REAL ID, U.S. Passport, or Original Social Security Card/Birth Certificate) needed.
