• Quotes must include a Price Exhibit and a Technical Exhibit.

• No set-aside is planned.

• Funds are not currently available for this effort. No award will be made until funds are available.

• The government reserves the right to cancel the solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for upgrading a paint booth, including the installation of an air shower and the removal of an existing blasting booth at Spangdahlem Air Base, Germany.

• Removal of an existing Walk-In blasting booth that does not meet safety standards.

• The paint booth upgrade must meet specific technical specifications for roll-up doors, heating system, fire suppression, control system, lighting, and ventilation/filtration.

• Air shower specifications include minimum dimensions, airflow velocity (20-22 m/s), filtration (pre-filters and HEPA filters), construction materials (stainless steel), interlocking doors, and a control system capable of at least 3 minutes of programming.

• Minimum air flow for the paint booth is 100-200 Cubic Feet per Minute, with a Lower Explosive Limit less than 25%.

• Lighting in the air shower must be at least 80-foot candles and meet Class I Division II requirements.

• The contractor shall provide a one-year warranty on all parts and equipment.

• The government will perform a 100% quality acceptance inspection.

• The work will be performed in Building 99 at Spangdahlem Air Base, Germany.

• Hours of Operation: Monday through Friday, 0700 to 1500 hours (excluding holidays).

• Government Furnished Equipment: Access to Building 99.

• Government Furnished Technical Guidance: Access to work area-specific HAZCOM program and various safety and fire protection standards (AFI 32-2001, NFPA 33, AFMAN 91-203, etc.).

• Contractor shall provide management and expertise, including at least one manager/foreman.

• Contractor is responsible for dismantling, removing, and disposing of the existing blasting booth and making safe electrical and air supplies.

• Contractor shall provide a user manual (electronic and hard copies) and a list of recommended spare parts.

• Contractor shall provide on-site training for operation and maintenance.

• Contractor is responsible for daily and final project clean-up.

• Contractor employees must adhere to safety guidelines and report to Building 703 for sign-in. A military escort will be provided in the secure area of Building 99.
