This solicitation is a request for proposal (RFP) issued by the US Coast Guard Regional Support Team – Southwest (RST-SW) for the "Paint Exterior and Interior Surfaces at Station and Aid To Navigation Team Humboldt Bay" project. • The contractor shall perform the required specified tasks and all implied tasks required by the Statement of Work.

• Contract Type: Firm Fixed Price.

• Estimated Magnitude: $25,000 - $100,000.

• Period of Performance: Start within 15 calendar days of contract award, completion within 60 calendar days after award. The Notice to Proceed will be issued after submittals are approved.

• Payment Protection: Required no later than 15 calendar days after award.

• Offers must be valid for a minimum of 30 calendar days.

• Site visit: Offerors interested must notify the contracting officer and contract specialist immediately. One site visit is scheduled for May 26, 2026, at 10:00 AM PDT. Participants must contact Shawn Jenkins or Jesse Yutig by May 21, 2026, to attend.

• Registration: Offerors must be registered at SAM.gov at the time of offer submittal.

• Submission Method: Electronic submission via e-mail is the only acceptable method. Submissions via mail or facsimile will not be accepted. File size limit is 9MB per email.

• Evaluation Basis: Award will be made to the responsible offeror submitting the lowest priced offer that is evaluated as acceptable on all evaluation criteria. Evaluation criteria include technical approach, pricing, and past performance.

• Total (100%) small business set aside.

• Size Standard: $19 million.

Statement of Work (SOW)

To provide professional painting services for specific interior and exterior areas of Station Humboldt Bay and the Aids to Navigation Team (ANT) Humboldt Bay.

• Areas to be Painted:

  • Interior of Station Humboldt Bay Building 1 (approx. 27,500 sq ft).
  • Interior of ANT Humboldt Bay Building 8 (approx. 3,000 sq ft).
  • Exterior of two (2) 320 sq ft sheds.

• Specific Tasks Include:

  • Surface preparation (cleaning, sanding, repair/replacement of damaged baseboards, trim, and doors).
  • Application of primer and paint, including encapsulation of lead-based paint using lead-safe practices.
  • Coordination with the on-site technical POC to minimize disruption.
  • Specific paint brands, types, and colors are suggested (e.g., Sherwin Williams, MILSPEC) with "or equal" options.
  • Stain and polyurethane application for specific areas.

• All work must adhere to OSHA and Federal, State, and local regulations.

• Lead-based paint encapsulation must follow EPA guidelines and the RRP Rule.

• Contractor must ensure proper disposal of contaminated materials.

• Quality assurance walkthrough with the on-site technical POC upon completion.

• Project Duration: Within 60 calendar days after award.

• Work Hours: Monday-Friday, 8:00 AM - 5:00 PM.

• Location: 200 New Navy Base Rd. Samoa, CA 95564.

• Lead-Based Paint: All work on surfaces with lead-based paint must be conducted by certified personnel.

• Equipment & Materials: Contractor to provide all necessary equipment, labor, and materials.

• Safety: Adherence to OSHA and applicable Federal, State, and local safety regulations, including proper ventilation and PPE.

• Cleanup: Work area must be left clean and free of debris and splatter.

• Contractor Responsibilities: Provide proof of insurance and licenses, ensure trained/qualified workers, and communicate regularly with the government POC.

• Milestones: Material samples due within 10 days of award; performance begins within 15 days of award.
