The National Park Service is seeking to award a Firm-Fixed Price Contract for painting the exterior of the Visitor Center building and replacing missing hurricane shutters at Fort Matanzas National Monument (FOMA). This is a 100% small business set-aside.

• Offerors must complete blocks 13, 14, 15, and 16 of the SF-18 form, the price schedule, and acknowledge any amendments.

• Evaluation will be based on Past Performance/Similar Requirement History, Technical Capability, and Price, listed in relative order of importance.

• A site visit is scheduled for February 5, 2026, at 11:00 AM EST (highly recommended but not mandatory).

• This solicitation is a 100% small business set-aside.

• Offerors must be registered in SAM.gov and self-certified under NAICS code 238320 (Painting and Wall Covering Contractors).

• Offerors must have a valid Unique Entity ID (UEI).

• Questions are due by February 10, 2026, at 04:00 PM EST and should be emailed to Tony_Eusebio@nps.gov.

• Answers to questions will be posted on SAM.gov as an amendment.

• All incorporated FAR clauses and provisions apply.

Statement of Work (SOW)

To paint, clean, prep, and paint all exterior wood features, and to replace and install missing wood hurricane shutters and hardware on the Fort Matanzas National Monument Visitor's Center.

• Painting: Clean, prep, and paint all exterior wood features, including doors, casing, stop, stile, jambs, siding, trim, facia, and soffit. This includes repairing damaged wood and removing loose paint. Bare wood exposed during prep must be primed. All new wood components require priming and two finish coats. Hardware will be painted the same color as existing paint.

• Shutters: Identify and build ten new cedar wood hurricane shutters, matching the craftsmanship of existing shutters. Sizes must be field verified for each opening.

• Hardware: Identify and replace missing or damaged shutter hardware (hinges, latches, dogs, handles, screws). New hardware must match existing hardware and be compatible with paint. Iron hardware will be painted flat black; shutter screws will be 316 stainless steel, brass, or bronze and painted flat black.

• Site Maintenance: Remove all construction debris, including nails, and return construction areas to their original condition.

• Paint color: Benjamin Moore Regal Select Exterior Paint (Flat) or equivalent, approved by the COR.

• Materials: Cedar wood for shutters, iron for hardware, 316 stainless steel/brass/bronze for screws.

• Workmanship: Must preserve distinctive historic features. Deteriorated features to be repaired; if replacement is necessary, it must match the original in design, color, texture, and material.

• New wood components must be date stamped on a copper plate.

• Location: 8635 A1A S, St. Augustine, FL 32080.

• Completion: Within 60 days after the Contracting Officer issues notice to proceed.

• Hours of Work: Monday through Friday, 7:00 a.m. to 4:30 p.m. No work outside these hours or on weekends/holidays without COR approval.

• Site Conditions: The site is a historic building and a public area. Extreme care must be used to protect existing features, utilities, and the public. Work areas must be secured to prevent public access.

• Safety: Comply with all Federal and State OSHA requirements, and applicable state/local safety laws. The contractor is responsible for employee safety and protection of property.

• Traffic Control: Implement traffic control if necessary, meeting specified federal or state standards.

• Submittals: Submit shutter design/material, shutter hardware details, and paint type/manufacturer for COR approval before purchasing.

• Site Examination: Contractors must conduct a site examination prior to submitting a quotation.

• Field Verification: Offerors must field verify all dimensions and materials before submitting a proposal.
