Painting and Siding at LPOE Building-Orient ME

This solicitation is for a construction contract to perform painting and siding refresh and replacement at the Orient LPOE Building in Orient, Maine. The project involves removing and replacing vinyl siding, installing new house wrap, new siding, window trim, and corner boards on the main building and detached garage. It also includes epoxy coating for concrete areas and painting railings.

• Removal and disposal of existing siding.

• Installation of new house wrap and weather-tight breathable material.

• Installation of James Hardie HZ10 Engineered for Climate Siding or approved equal, with specific dimensions for reveal, trim, and baseboard.

• Scraping, preparation, caulking, and painting of all exterior surfaces, including fascia, soffits, trim, doors, and railings.

• Epoxy coating for the concrete ADA ramp and concrete island.

• Adherence to lead paint safety precautions and lead abatement practices.

• Proper containment, protection, and safety protocols.

• Daily site cleanup and trash removal.

• Submittal of various plans including siding, paint, epoxy, removal, project management/schedule, insulation, and close-out.

• Period of Performance: February 24, 2026 - September 30, 2026

• Estimated Price Range: $200,000 to $500,000

• Proposal Submission Deadline: May 1, 2026, 10 AM EST

• Evaluation Method: Lowest Price Technically Acceptable (LPTA).

• Technical proposals are evaluated on a pass/fail basis.

• Award will be made to the lowest evaluated price among technically acceptable proposals.

• Past Performance will be evaluated as part of the offeror's responsibility determination.

• This solicitation is set-aside for Small Business HUBZone Small businesses.

• Performance and Payment Bonds are required.

• Security Clearance: HSPD 12 process for General Contracting staff and DHS clearance for all construction staff are required.

Notice of Sources Sought

This notice seeks sources for General Service Administration (GSA) to remove and replace all vinyl siding, inspect sheathing, install breathable wall vapor barrier, install new lap style siding and trim, scrape and prep canopy columns, and old window sashes in brick areas, and paint the entire building. This work is necessary due to water seepage found during a 2025 refresh project.

• Removal and replacement of vinyl siding.

• Inspection of sheathing.

• Installation of breathable wall vapor barrier.

• Installation of new lap style siding and trim.

• Scraping and prepping canopy columns.

• Work on old window sashes in brick areas.

• Painting of the entire building.

• Compliance with the latest 2026 PBS Core Building Standards.

• A supervisor must be on-site at all times.

• Work will be performed in an active Federal Building, potentially requiring work during normal hours unless disruptive, or after normal business hours.

• Contract type: Firmed-Fixed Price for General Contractor (GC) services.

• Procurement method: Negotiated procurement in accordance with FAR Part 15.

• Source selection: Lowest Price Technically Acceptable (LPTA).

• Period of Performance: Construction is estimated to be 240 days after the Notice to Proceed (NTP). Security clearances and submittals period is 60 days from NTP.

• This is a Sources Sought notice, not a solicitation. Formal source selection procedures will not be utilized.
