Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for interior and exterior painting projects at Maxwell AFB and its associated sites. The contract covers projects beyond the capability of base civil engineers.

The primary scope includes:

• Exterior and interior painting of facilities and designated surfaces.
• Pressure washing of concrete, masonry, metal, and wood surfaces.
• Abatement of lead-based paint and asbestos-containing materials.
• Replacement of damaged wood, concrete, masonry, metal, and siding.
• Surface preparation (washing, sanding, scraping, blasting, caulking, sealing).

Individual Task Orders (TOs) will vary in size, with an aggregate IDIQ ceiling of $3,000,000.00. Projects are expected to range from $2,000.00 to $350,000.00.

• Compliance with Unified Facilities Guide Specifications (UFGS).

• Adherence to all applicable Federal, State, Local, Air Force, and DOD regulations for safety, environmental protection, and quality control.

• Contractor shall provide a Quality Control (QC) Plan for approval.

• Daily QC inspections and reporting.

• The contract is for an IDIQ period.

• Work may be performed at Maxwell AFB, Maxwell AFB-Gunter Annex, Lake Martin recreational site, or Vigilant Warrior training site.

• Ordering Procedures: Task Orders (TOs) will be issued via Task Order Proposal Requests (TOPRs). Orders will be Firm-Fixed Price (FFP).

• Proposal Submission: Proposals must be submitted within 7-14 calendar days of TOPR issuance, depending on response urgency. Pricing must be valid for at least 90 days.

• Site Visits: Pre-proposal site visits are mandatory.

• Environmental Compliance: Strict adherence to environmental regulations regarding hazardous materials, waste disposal, air emissions, and water pollution is required.

• Safety: Compliance with EM 385-1-1, OSHA standards, and Maxwell safety regulations is mandatory.

• Bonds: Performance and Payment Bonds may be required for TOs exceeding $35,000.

• Working Hours: Standard hours are Monday-Friday, 6:00 a.m. to 5:00 p.m. Non-standard hours require advance approval.

• Submittals: Various submittals (plans, material data, shop drawings, etc.) are required per TO, typically within 14 days of Notice to Proceed.

• Reporting: Project status updates, tracking spreadsheets, and progress reports (AF Form 3065) are required.

• Wage Rates: Construction Wage Rate Requirements will be incorporated into each TO.

• Security: Compliance with base access, security checks, and FPCON levels is required.

• Materials: Materials must be standard products with a 2-year satisfactory commercial use record, and sustainable/recycled content products are encouraged.

To provide pressure washing services at Maxwell Air Force Base (AFB) as needed per Task Order (TO).

• Perform pressure wash cleaning using water only. Cleaning solutions are permitted only on areas where water alone is ineffective and require approval and direct supervision from the Civil Engineering Environmental Department.

• Cleaning solutions must be eco-friendly and on the EPA's Safe Products List. Approved solutions include Topsall #30, Enviro-Klean, or Simple Green Oxy Solve Total Outdoor Cleaner.

• If cleaning solutions are used, all solutions and rinse water must be captured and prevented from entering ground or storm water systems using Best Management Practices (BMPs) such as drain covers, berms, barriers, plugs, and dikes.

• Application of cleaners must be done using a bucket and stiff-bristled brush on identified difficult areas, with prior approval and under direct supervision.

• Pressure washing equipment must be calibrated to avoid damaging surfaces.

• Cleaning includes doorframes, windowpanes, awnings, fixtures, and exterior walls to achieve a uniform and clean appearance free of dirt, mildew, bugs, grime, pollutants, and debris.

• "Overspray" (back splash of particulates, cleaning agents, and surface residue) must be managed by protecting surrounding areas with methods like cordoning off and using tarps to prevent damage to vehicles, sidewalks, and landscaping.

• Conduct a pre-work assessment inspection prior to any structure cleaning.

• Identify surfaces at risk of damage and present a cleaning strategy and cost for each.

• Submit the pre-work assessment to the Government within five (5) days of the scheduled work.

• Services to be performed at Maxwell Air Force Base (AFB).

• Duration and specific timing will be determined by Task Orders (TOs).

• Adherence to all federal, state, local laws and regulations, and commercial standards.

• Use of EPA-approved, eco-friendly cleaning solutions if required.

• Strict containment and management of cleaning solutions and runoff.

• Pre-work assessment and government approval for cleaning solution usage and difficult area treatment.
