Solicitation / RFP / RFQ

This document is a Request for Quotations (RFQ) for painting services at the U.S. Embassy in Ljubljana, Slovenia. The U.S. Government intends to award a contract or purchase order to the responsible company offering the lowest price.

• The contractor shall furnish painting, drywall/plaster repair, and related services for real property owned or managed by the U.S. Government at the Embassy.

• Work will be ordered via task orders.

• Services include interior and exterior painting, drywall/plaster repair.

• Specific paint types are detailed, including semi-gloss latex for kitchens, baths, laundry areas, door frames, and window frames, and flat or satin flat latex for other areas. Exterior paint must be high quality exterior grade latex.

• Preparation includes cleaning, protecting furnishings and floors, and ensuring surfaces are clean and dry.

• Contractor must provide all necessary painting supplies and equipment.

• A Quality Assurance and Surveillance Plan (QASP) is in place to monitor performance, with a standard of no more than one customer complaint per month.

• This is an indefinite-delivery indefinite-quantity (IDIQ) type contract.

• The contract period starts April 1, 2026, and includes a base period and four one-year options to renew.

• The contract minimum is $100.00.

• The contract maximum is $30,000.00 per period.

• Payment will be made in local currency (EUR).

• Value Added Tax (VAT) is not included in CLIN rates and will be priced separately.

• Submissions must be made electronically to LjubljanaQuotes@state.gov in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) format.

• File size must not exceed 30MB; larger submissions must be split into multiple emails.

• Required submissions include: SF-1449, Section I (Pricing), additional information as required in Section 3, Section 5 (Representations and Certifications or Proof of SAM Registration), and Contractor Certification (NDAA Covered Telecommunications Equipment).

• The award will be made to the lowest priced, technically acceptable, responsible contractor.

• Evaluation factors include Compliance Review, Technical Acceptability, Price Evaluation, and Responsibility Determination.

• No specific set-aside is mentioned.

• Quoters are encouraged to register in the SAM (System for Award Management) database.
