This solicitation is for painting, drywall/plaster repair, and related services for real property owned or managed by the U.S. Government at the U.S. Embassy Copenhagen. The work is expected to be required during summer months.

• Painting of walls, ceilings, trim, baseboards, doors, radiators, pipes, and outdoor metal fences.

• Cleaning of old paint, including plaster repair, priming, and smoothing.

• Oiling/varnishing/shellacking of woodwork.

• Drywall/plaster repair and lightweight concrete repair.

• Texture application for walls and ceilings.

• Removal of wall covering (wallpaper, cork, mirror, tile, etc.).

• Interior stucco repair.

• Specific painting standards and paint specifications must follow Danish Industry Standard.

• Materials and equipment are to be provided by the contractor.

• Work requires protection of surroundings within two (2) meters of the painted area.

• Type of Contract: Indefinite-delivery indefinite-quantity (IDIQ) with firm-fixed prices.

• Period of Performance: Base period of 12 months starting May 1, 2026, with potential for option years.

• Estimated Contract Ceiling: 1,500,000.00 DKK.

• Minimum Guarantee: 1,000.00 DKK.

• Currency: All prices and payments will be in Danish Kroner (DKK).

• Defense Base Act (DBA) Insurance: A geographic waiver is in place for employees covered by Danish workers' compensation laws, but it does not apply to U.S. citizens, lawful U.S. residents, or those hired in the U.S.

• Offers are due by 12:00 local time on Monday, March 30, 2026.

• Offers must be submitted electronically to CopenhagenContracts@state.gov.

• Proposals must be in MS-Word, MS-Excel, or PDF format, not exceeding 30MB per file.

• Evaluation will be based on the lowest-priced, technically acceptable, responsible offeror.

• Key evaluation factors include initial evaluation, technical acceptability, and contractor responsibility (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, and facilities).

• A pre-proposal conference is scheduled for Wednesday, March 11, 2026, at 13:00 (local time) at the U.S. Embassy Copenhagen.

• Offerors must have an established business with a permanent address and telephone listing in Denmark or plan to establish an office within 30 days of contract award.

• Offerors must demonstrate prior painting experience.

• Offerors must be able to understand written and spoken English.

• The solicitation includes numerous FAR and DOSAR clauses incorporated by reference.

• A site visit is scheduled for Wednesday, March 11, 2026, at 13:00 (local time) at the U.S. Embassy Copenhagen.

• Offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) prior to proposal submission. Failure to register may result in the offer being deemed non-responsible.

• A pre-proposal conference will be held on Wednesday, March 11, 2026, at 13:00 (local time) at the Embassy (Dag Hammarskjolds Alle 24, 2100 Copenhagen O). RSVP by March 5, 2026, to CopenhagenContracts@state.gov.

• Attendance at the conference and studying the solicitation before attending is highly recommended.

• Required submission documents include: SF-1442, Section B (Pricing), Section K (Representations and Certifications), additional information as required in Section L, and Proof of SAM Registration.
