Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to paint interior and exterior surfaces and refinish interior hardwood flooring at twenty (20) selected USCG Base Cape Cod Housing units.

• Interior Painting: Prep and paint all interior surfaces including walls, ceilings, doors, closets, trim, windows, moldings, bulkhead/cellar ways, bulkhead/cellar steps, basement walls, and basement floors. Specific paint colors and finishes are detailed for various locations (e.g., exterior doors, interior doors, walls, trim, ceilings, basement areas).

• Exterior Painting: Prep and paint all exterior doors and door trim. If a home has a garage, prep and paint garage exterior entry doors and door trim, and interior finished walls.

• Floor Refinishing: Prep and refinish all interior hardwood floors in all rooms, bedrooms, closets, and hallways. Floors are to be prepped by screening or sanding and finished with two coats of high-gloss polyurethane.

• Housing Unit Types: Work will be performed on various housing unit types, including single units (3 and 4 bedrooms) and duplex/multi-unit row housing (2 and 3 bedrooms), with estimated floor and wall square footage provided for each type.

• All work must be completed within sixty (60) calendar days of issuance of the Notice to Proceed.

• Contractor shall warrant that work performed conforms to contract requirements and is free of defects for one year from the date of final acceptance.

• Period: 60 calendar days from Notice to Proceed.

• Place: Twenty (20) selected USCG Base Cape Cod Housing units in Bourne, MA 02542 (specific addresses provided).

• Site Visits: Bidders are strongly recommended to inspect the site. A single site visit is scheduled for January 22, 2016, at 1000. Advance scheduling and base access forms are required.

• Working Hours: Normal hours are 7:00 A.M. to 4:00 P.M., Monday through Friday. Off-hours work requires advance written permission.

• Security: All contractor personnel are subject to NCIC background checks for base access. Valid driver's licenses, insurance, and vehicle registration are required for contractor vehicles.

• Materials: Adhesives, sealants, and solvents must comply with Massachusetts VOC limits (310 CMR 7.18(30)). Hazardous materials require submission of Safety Data Sheets (SDS) to the COR prior to use and must be disposed of off-site.

• Disposal: Removed materials become the contractor's property and must be disposed of legally off-site. Permits are required for dumpsters.

• Supervision: A qualified supervisor must be on-site at all times work is being performed.

• Safety: Adherence to OSHA regulations and Base Safety Officer/Fire Department restrictions is mandatory. A "hot work" permit is required for welding or torch burning.
