This Request for Quotation (RFQ) seeks proposals for a Firm-Fixed Price (FFP) contract to provide Base Life Support (BLS), logistics, and transportation services in support of Palawan Warrior 2026 (PW 26) in the region of Brunei. This is a competitive requirement.

• Base Life Support (BLS) services as defined in the Performance Work Statement (PWS) and Order Form.

• Logistics services.

• Transportation services.

• Defense Base Act Insurance (cost estimate provided).

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance: August 4, 2026 – August 26, 2026.

• The Government prefers to award in USD but will award in Brunei Dollar (BND) if requested by the contractor. All offers will be evaluated in USD using the XE.com exchange rate applicable on the date the solicitation closes and at the time of contract award.

• Submission Deadline: Quotes are due by 1:00 PM HST on June 18, 2026.

• Questions Deadline: Questions are due by 1:00 PM HST on June 16, 2026.

• Submission Method: Quotes must be submitted via email to the Contract Specialist and Contracting Officer listed in the solicitation.

• Required Documents: A complete quote must include a signed and dated solicitation, a completed Order Form with total pricing for all CLINs, and a technical approach.

• Evaluation Criteria: Offers will be evaluated on a comparative basis considering Price, Technical Approach, and Relevant Experience. The Government will award to the single offeror whose quotation is most advantageous, price and other factors considered.

• This acquisition is UNRESTRICTED.

• NAICS Code: 561210, Size Standard: 6 Million.

• Contractors must be actively registered in SAM.gov and PIEE/WAWF.

• Invoicing will occur at the end of the period of performance; no other forms of contract financing are permitted.

• Relevant past experience within the last three years is required and will be documented using Attachment 01.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Base Life Support (BLS) services, including transportation and interpreter services, to support U.S. Government personnel operations in Brunei. The goal is to ensure reliable support infrastructure for operational readiness and logistical support for U.S. military initiatives in the Indo-Pacific region.

The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Specific services include:

• Sanitation & Hygiene: Portable latrines, showers, hand-wash stations, and laundry services.
• Waste Management: Removal of black and gray water, and storage/removal of trash and hazardous materials.
• Facility Support: Tentage, indoor/outdoor lighting, climate control (AC/fans), and furniture.
• Logistics & Equipment: Power generation, water tanks, refrigeration, and material handling equipment.
• Transportation Services: Interpreters and various transportation vehicles (buses, vans, trucks).

Performance is evaluated based on adherence to standards and Acceptable Quality Levels (AQLs) defined in the PWS. Key areas include:

• Quality Control: Contractor must utilize its existing quality assurance system.

• Issue Reporting: Issues affecting performance must be reported within two hours of identification.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Serviceability: All equipment must be delivered in serviceable condition, free of defects.

• Response Times: Repairs or replacements for defective items or failures must be completed within specified timeframes (e.g., 4 hours for emergencies, 24 hours for standard repairs).

• Place of Performance: Locations throughout Brunei as specified in the order form.

• Period of Performance: To be determined by the order form.

• Non-personal Services Contract: The Government will not supervise or control contractor personnel.

• Security: Personnel must meet security criteria for access to U.S. and Host Nation installations.

• Safety: Compliance with U.S. Army safety regulations (AR 385-10, DA PAM 385-10) and OSHA standards is required. Personal Protective Equipment (PPE) must be provided.

• Environmental Compliance: Adherence to Host Nation environmental laws and regulations for handling, storage, and disposal of hazardous materials.

• Key Personnel: Contract Manager and Site Manager are identified as key personnel.

• Contractor Travel: Contractor is responsible for all travel costs.

• Insurance: Defense Base Act (DBA) insurance is required for personnel working in Brunei.

Form / Attachment / Pricing Sheet

This document, "Experience Information Sheet," is an attachment (Attachment 5) designed to collect information on recent and relevant work experience from potential offerors. It is used to evaluate the offeror's past performance.

• Contract Number: Field to record the contract number for the relevant experience.
• Name of Contractor: To be filled with the name of the contractor that performed the service (either the Offeror or one of their subcontractors).
• English Speaking POC: Name, email, and phone number of a point of contact who speaks English.
• EXPERIENCE Details: For each relevant contract (maximum of 3 will be evaluated):
  1. Location where the service was performed.
  2. Date of the period of performance.
  3. Detailed information regarding the size and scope of the service performed.

Bidders must complete this form to provide evidence of their relevant past performance. The information submitted will be used to evaluate the offeror's capability to perform the services required by the opportunity. Only the first three relevant contracts submitted will be evaluated.
