Quick Summary
The Department of the Air Force is conducting market research through a Sources Sought / Request for Information (RFI) for Paramedic Certification Training. This RFI seeks industry capabilities to provide National Registry Paramedic (NRP) certification courses for up to 125 Air Force Medical Service (AFMS) Emergency Medical Technicians (EMTs) annually. The goal is to address a critical shortage of Advanced Life Support (ALS)-certified paramedics within the AFMS. Responses are due by April 23, 2026, 1:00 PM EST.
Purpose & Scope
This RFI aims to identify qualified firms capable of delivering comprehensive NRP certification training. The requirement includes training approximately 877 EMTs to the ALS Paramedic level, with an ongoing need for 50-125 new NRPs annually for sustainment. The scope involves providing all-inclusive NRP Initial Certification Courses, ensuring the curriculum meets or exceeds established standards by the National Registry of Emergency Medical Technicians (NREMT) and National EMS Education Standards. Training must also incorporate Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Basic Life Support (BLS).
Key Requirements & Performance Standards
Contractors must be accredited by the Commission on Accreditation of Allied Health Education Programs (CoAEMSP) or hold a Letter of Review. A minimum 90% first-time pass rate on the NREMT Paramedic examination (averaged over the preceding three years) is required. Training facilities must be located within 50 miles of a Level 1 Trauma Center and maintain affiliation with an urban EMS system having an ALS call volume greater than 35%. The course length for each student shall not exceed 139 calendar days, with a total period (including remediation and re-testing) not exceeding 148 calendar days. Providers must supply all course materials, student uniforms, fund one attempt for NRP psychomotor and cognitive exams, and offer remedial training with one re-test opportunity for students failing the NREMT exam. Monthly progress reports are also required.
