Evaluation
Proposals will be evaluated on an all-or-none basis. The Government will award to the responsible offeror whose proposal is conforming to the solicitation and most advantageous. Offerors must be registered with the System for Award Management (SAM) and agree to hold prices firm for 180 calendar days.
