Quick Summary

The Department of Transportation (DOT) is seeking continued research for the Partnership for Analytics Research in Traffic Safety (PARTS) program. This effort focuses on vehicle safety performance analysis using non-federal vehicle-level information augmented with federal highway crash data. However, this solicitation has been confirmed as a sole-source award to MITRE, a Federally Funded Research and Development Center (FFRDC), and is therefore not open for competitive bidding.

Scope of Work

The contract aims to continue and expand the PARTS program and its data sharing and analysis model. Key areas include:

  • Partnership and Project Management: Developing an updated Project Work Plan, acting as a steward of governance rules, updating cooperative agreements, identifying and onboarding new participants, and providing monthly progress briefings.
  • Data Ingestion, Management, Analysis, and Research: Receiving and incorporating new data, completing research analyses in partnership with self-selected partners, and developing comprehensive draft reports.
  • Communications: Preparing, reviewing, publishing, and/or presenting materials covering new research, convening all-hands meetings, and providing briefings to senior USDOT executives.
  • Novel Research Development & Execution: Developing and executing novel research not yet mature enough for PARTS, identifying and incorporating data, and developing new research streams, including those focused on roadway infrastructure.

Contract & Timeline

  • Contract Type: Fixed Price
  • Period of Performance: Date of award through February 28, 2027
  • Set-Aside: None (Sole Source)
  • Original Proposal Due Date: March 12, 2026, at 3:00 p.m. EST (for internal processing with MITRE)
  • Published Date (Sole Source Clarification): March 11, 2026

Evaluation

While the original RFP outlined evaluation factors (Technical Approach, Past Performance, and Price), the award will be made on a sole-source basis to MITRE.

Additional Notes

This opportunity is not open for competitive bidding. A sole source justification document will be posted to SAM.gov. The contractor (MITRE) will act as a neutral and trusted third party.
