Scope of Work
The contractor shall provide comprehensive passenger transportation services, including managerial, administrative, and direct labor personnel, vehicles, drivers, communication equipment, running expenses, servicing, and insurance. Required vehicle types include Sedans (min. 2-litre engine, 4-door, 4-passenger), SUVs (min. 2-litre engine, 4-door, 4x4, 150 kW), and Vans (8-passenger capacity). Vehicles must be latest models, in excellent condition, and air-conditioned.
The contractor must possess at least 6 directly registered vehicles and 5 permanently hired drivers, with the capability to scale up to 100 vehicles/drivers for large visits lasting up to three weeks. Drivers must be experienced, competent, licensed, regularly trained in safe driving practices, and possess U.S. Government security clearances. They must be professionally dressed (suit and tie) and able to be dispatched within 15 minutes. A dedicated dispatcher is required for events involving more than 10 vehicles/drivers.
Contract Details
- Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) with Firm-Fixed Hourly Rates.
- Period of Performance: One (1) base year and two (2) unilateral one-year renewal options.
- Minimum Order: EUR 1,000.00
- Maximum Order: EUR 100,000.00
- Pricing: Firm fixed price. Value Added Tax (VAT) will be priced as a separate line item, not included in CLIN rates.
- Set-Aside: None (Unrestricted).
Submission & Evaluation
Proposals must be submitted electronically to acquisitionsembvienna@state.gov by May 5, 2026, 10:00 AM local time (Vienna). Required documents include a completed SF-1449, Section 1 (Pricing), and additional information as specified in Section 3, such as company registration, local insurance, at least five client references from the past three years, evidence of personnel and financial resources, and proof of SAM registration (UEI number). Files must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with each email attachment not exceeding 30MB.
Award will be made to the lowest-priced, technically acceptable, responsible contractor. Evaluation factors include Compliance Review, Technical Acceptability, Price Evaluation, and Responsibility Determination. Initial offers may be accepted without discussions.
