Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS) is conducting a market survey via a Sources Sought Notice to identify qualified small businesses capable of providing passive gas samplers and analysis services for sanitary sewer systems. This is for a potential future requirement to detect volatile organic compounds (VOCs). Responses are due by December 31st, 2025, at 5:00 pm MST.
Anticipated Scope of Work
Potential contractors would supply self-contained passive sampler devices suitable for deployment in high-humidity sanitary sewer systems. These samplers must be capable of collecting and analyzing target VOCs, specifically Trichloroethene (TCE) and its degradation products, to a specified laboratory limit of detection (LOD). The samplers should be small (approx. 40-mL vial size) with a hanger for suspension and require minimal assembly. The contractor will also be responsible for analyzing the collected samples and reporting results.
Key Requirements & Deliverables
- Supply passive samplers configured for sanitary sewer deployment.
- Analyze samplers for six specific target VOCs (including TCE, cis-DCE, VC, PCE, Benzene, Toluene).
- Achieve a laboratory LOD of 1-1.5 ug/m³ for target VOCs using EPA Method TO-17.
- Report analytical results within 40 days of sample receipt.
- Provide a tabular summary of target compounds for each sampler.
- Provide a complete Level IV data package documenting internal QA/QC.
- Optionally, provide a simple isopleth (contour) map of TCE concentrations.
Submission & Response
Interested small businesses should submit:
- Firm Name, Address, and Phone Number (including SAM UEI).
- A Capability Statement detailing recent (within 3 years) relevant performance history, including points of contact and capacity (prime/subcontractor).
- Firm's Size Status (e.g., ISBEE, small business, service-disabled veteran-owned, women owned, HUBZone).
Responses are due by December 31st, 2025, at 5:00 pm MST via email to KKeuma@usgs.gov.
Eligibility / Set-Aside Considerations
Responses are requested from specific categories of small businesses: Indian Small Business Economic Enterprise, SBA certified Small Business HubZone firms, 8(a) program participants, Service-Disabled Veteran-Owned small businesses, and general Small Businesses. The USGS will use this information to determine the acquisition strategy. If sufficient interest is not received from categories 1-4, the solicitation may be issued as unrestricted.
