Eligibility & Submission
- Vendor Qualification: Potential contractors must meet AMS vendor qualification requirements (FAR Subpart 9.2). Information on becoming a qualified bidder is available at http://www.ams.usda.gov/selling-food or by contacting newvendor@usda.gov.
- Submission Method: Offers, modifications, withdrawals, and price adjustments must be submitted electronically via the USDA Web Based Supply Chain Management (WBSCM) system (https://portal.wbscm.usda.gov/publicprocurement). Submissions by any other means will be deemed nonresponsive.
- Small Business: Small businesses proposing products they did not manufacture must provide a supplier agreement.

Bidders must demonstrate successful delivery of at least five truckloads to be removed from probationary status on future solicitations.
