• Stay Duration: Vendors must support both short-term and extended stays, as needs vary based on patient appointments, treatment schedules, and research requirements.
• Request Types: Lodging requests may include same-day or short-notice reservations. Responsive reservation support is required.
• Patient vs. Family Stays: Vendors should accommodate eligible patients, family members, and guardians without assuming a fixed percentage breakdown.
• Subcontracting: Subcontracting is not permitted. Any hotel property included in a response must comply with this requirement. Vendors must confirm their ability to participate directly.
• Amenities: While vendors should identify available amenities (shuttle, breakfast, Wi-Fi, kitchenettes, ADA rooms, etc.), these will not be assumed to receive additional evaluation credit unless explicitly stated in the solicitation.
• Location Requirement: The seven-mile requirement is based on driving distance from NIH to West Cedar Lane, not travel time or straight-line distance. Vendors must document their route.
• Capacity: Vendors should provide realistic capacity information (room types, availability, ADA rooms, blackout dates) but should not assume guaranteed room blocks or occupancy.
• Seasonal Demand: No specific seasonal demand fluctuations are anticipated; requirements will arise based on government needs.

• Volume Guarantee: The Government does not guarantee a minimum number of rooms or room nights; lodging is on an as-needed basis, with volume varying based on research study participation.
• Scheduling: There is no set daily schedule or guaranteed lead time for room requests. Needs will be identified and requested as they arise.
• Distance Requirement: The 7-mile distance from the specified address in the SOW is a strict requirement with no flexibility. Hotels approximately 11.5 miles away would not qualify.
• Subcontracting: Subcontracting is not permitted. The offeror must be the hotel providing the accommodation and meet all requirements directly.
• Room Block vs. Negotiated Rate: The Government is seeking accommodations for NIH patients and their authorized family/caregivers on an as-needed basis, not a guaranteed group room block. Reservations will be arranged by the Government.
