• Incumbent Contractor: Barwood Management LLC.
• Contract Number & Value: 75N90024D00003 with a ceiling of $750,000.00.
• Pricing Structure: Invoices require metered receipts, trip amount, additional taxi fees, total cost, and justification. A pricing sheet is available for guidance. Pricing should comply with taxi commission rates and support metered, trip-level documentation.
• Trip Volume: The estimated 14,000 trips per year is an estimate for planning and evaluation, not a guaranteed volume.
• Evaluation: Price will be evaluated per the solicitation's criteria, using a best-value tradeoff approach where Technical Capability, Qualifications, and Past Performance are more important than price. No unstated price realism methodology will be used.
• Staffing: Offerors may propose various staffing models (employees, contractors, rideshare partnerships), but the prime contractor remains responsible for performance.
• Service Requirements: Offerors must account for SOW requirements regarding response times, late pickups, performance deductions, corrective actions, and quarterly reviews.
• Trip Types: Services include ambulatory transportation and ADA/wheelchair-accessible vehicles. Stretcher transportation is not included.
• Service Area: Includes Washington, D.C. commercial zone, local airports, Montgomery County, Prince George’s County, Howard County, Anne Arundel County, Northern Virginia, Baltimore County, NIH campus, local hotels, hospitals, The Children’s Inn, and residences within the Washington, D.C. metropolitan area.
• Transition: No separate transition period is anticipated before the June 1, 2026 start date. Full performance capability is required on day one.
• Subcontracting/Partnerships: Permissible if the prime contractor maintains full responsibility and meets all solicitation requirements.
• Economic Price Adjustment (EPA): Not anticipated. Offerors must propose fixed pricing for all years, including anticipated costs, labor, overhead, fuel, and inflation.
• Trip Origin/Destination: Trips are not limited to the NIH Clinical Center and may include interfacility and regional medical-provider transportation within the service area.
