This document is a synopsis for a planned procurement of ten (10) spare parts to support the Patriot Missile Weapon System. These parts will be added to the Subsumable Contract SPRRA2-25-D-0016. The procurement is intended to establish a 5-year pricing agreement.

• Procurement of ten specific spare parts for the Patriot Missile System.

• The parts will be procured under the negotiated (Alpha 6) Umbrella Contract SPRBL1-25-D-0006, which succeeds the DLA-Raytheon Depot Level Repairable (DLR) SPRBL1-15-D-0017 (Alpha 5) LTC.

• The contract requires design, build, and supply of parts, along with inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and design control.

• The contract type is anticipated to be a Letter RFP Solicitation.

• The period of performance is a 5-year pricing agreement.

• The contract action is sole-sourced to Raytheon Company (CAGE Code 05716) as the Original Equipment Manufacturer (OEM), citing FAR 6.302-1 due to proprietary requirements.

• The solicitation will be published in SAM.GOV.

• Requests for the solicitation should be directed via email to DLA-AHCA, Tomika Jones, Contract Specialist at tomika.jones@dla.mil. The email subject line should include SPRRA2-26-R-0026, and the sender must provide their name, company name, Cage Code, telephone number, and email address.

• There is no solicitation available at this time, and requests for the solicitation will not receive a response.

• The response date is 15 days from the synopsis posting date, but this is an estimated date and may be adjusted.

• All offerors must meet prequalification requirements.

• Set Aside Code: N/A

• All responsible sources may submit an offer, which will be considered.

• Firms interested in subcontracting should forward letters to the Contracting Officer.

• Firms that can produce the required item are encouraged to identify themselves and seek source approval via email to army.redstone.devcom-avmc.mbx.amr-ss-sar@mail.mil.

• This acquisition may contain technical data restricted by the Arms Export Control Act and the Export Administration Act, which cannot be released outside the United States without prior government approval.

• Foreign Firms must process requests for solicitation through their respective embassies.

Sources Sought / Market Research

This Sources Sought Synopsis (SSS) is for market research by the Defense Logistics Agency to identify potential manufacturing/supply sources for the acquisition of MULTIPLE ITEMS in support of the Patriot Weapons System. The government is seeking to determine if future efforts can be competitive or set aside for Small Business. This is not a solicitation, and no award will be made from this announcement.

• Items: Multiple items are listed in Table 1, including Power Supplies, Chassis, and Circuit Card Assemblies, with associated NSNs, Part Numbers, and NAICS codes.

• Procurement Basis: This acquisition is currently being procured under FAR 6.302-1(a)(2) due to a limited number of responsible sources.

• Interested Businesses: The government is interested in all businesses, including 8(a), small business, small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.

• Prequalification: Offerors must meet prequalification requirements to be eligible for award. Firms interested in producing the required items are encouraged to seek source approval by emailing inquiries to usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@mail.mil.

• Source Approval: Specific AMC codes (e.g., 3C, 3B, 3N, 4N, 4D) are detailed, outlining requirements for acquiring parts directly from the manufacturer, often requiring engineering source approval or specialized facilities.
