Scope of Work

The requirement is for ongoing pavement repairs and markings to maintain roadways on base. Services include, but are not limited to:

  • Reapplication of various pavement paint markings (e.g., pedestrian crosswalks, vehicle parking spaces, fire lanes, directional arrows, speed hump markings, stopping lines/bars).
  • Repairs to asphalt pavement, such as crack filling, partial mill and overlay techniques for severe cracking, and full asphalt replacement including aggregate base course. All contractors performing the work must be licensed and bonded in the State of Minnesota. Work will adhere to MNDOT standards and MUTCD/MN-MUTCD for markings. The place of performance is the 934th Airlift Wing, Minneapolis, MN, with specific worksites detailed in task orders. Work may occur after normal duty hours or on weekends, excluding Unit Training Assembly (UTA) weekends.

Contract Details

This is a Request for Quote (RFQ) to establish Basic Ordering Agreements (BOAs). A BOA is an understanding, not a contract, that outlines terms for future orders. Orders issued under the BOA will be subject to the Davis-Bacon Act Wage Determination (MN20260239 for specific Minnesota counties). The NAICS Code is 237310 "Highway, Streets and Bridge Construction" with a $45 million small business size standard. The acquisition is a 100% Small Business Set-Aside, with an intent to establish BOAs with various small business types including Small, Small Disadvantaged, Service Disabled-Veteran Owned, Women-owned, HUBZone, and 8(a) companies. The Period of Performance for each order will be 60 calendar days.

Submission & Evaluation

Offerors must provide written proposals on an "all or none" basis. Required submission items include business details, CAGE Code, SAM UEI, Capabilities Statement, and pricing utilizing Attachment 2-Price Book. Proposals will be evaluated on a "Best Value" to the Government basis. The Contracting Officer reserves the right to issue multiple BOAs or none. Unit pricing will be used for evaluation purposes.

An organized site visit is scheduled for June 11, 2026, at 9:30 AM (CST) at 934th Contracting/PK, Minneapolis. Participants require prior clearance via an Entry Access List (EAL) (Attachment 5), which must be submitted by June 8, 2026. Site visit questions are due by June 16, 2026.
