This notice is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG), Tobyhanna Division, is seeking to identify potential small businesses capable of supplying paving materials for repair and maintenance of asphalt and concrete surfaces at Tobyhanna Army Depot (TYAD).

The government intends to establish a Blanket Purchase Agreement (BPA) with multiple vendors to supply various asphalt and concrete repair materials over a 5-year period. Each individual purchase under the BPA will be competed, with the awardee offering the best value for that specific request.

The government is seeking vendors capable of supplying the following materials:

• HMA Surface Course (2")
• HMA Base Course (4")
• Tack Coat
• Prime Coat
• Sealer (Type 1 ASTM 6690)
• 2B Stone
• Modified Stone
• Concrete (4,000 PSI)

Potential small business concerns are requested to submit information on their firm's capabilities via email to Brian.K.Dionysius.civ@army.mil no later than Wednesday, April 22nd at 4 PM Eastern Time. Responses should include:

• Company name, address, point of contact, telephone number, and email address
• Company Cage Code/UEI
• Primary NAICS code
• Business Size
• Current SAM registration status
• Company website address

This notice specifically seeks to identify potential small businesses that can satisfy the requirement under NAICS Codes 324121 / 327320.

• Responses will be treated as information only and not as proposals.
• Not responding does not preclude future participation if an RFP is issued.
• The government may follow up with respondents for additional information.

Statement of Work (SOW) / Performance Work Statement (PWS)

This contract is for the purchase and delivery of paving materials to support the repair and maintenance of asphalt surfaces at Tobyhanna Army Depot (TYAD).

• The contractor will provide materials as needed for paving projects.

• Quantities will be determined jointly by the contractor's representative and the COR after measuring repair locations.

• The contract type is an indefinite delivery type requirements contract with a five (5) year ordering period.

• Firm fixed-price task orders will be issued for specific needs.

• Materials must conform to PennDOT Standard 408/2020 change 1, or the more stringent specification if conflicts arise.

• Specific materials include Bituminous concrete Base Course (BC-BC) and top/wearing course, and 2A subbase.

• The contract has a five (5) year ordering period.

• Work will be performed at Tobyhanna Army Depot (TYAD).

• Contractor must be available within 3 business days of notification of material needs.

• Coordination with the government shall commence within three days of notification.

• All material submittals require COR approval prior to award.

• Submittals include asphalt mix design and crack sealing materials, due two weeks prior to the start of work.

• Contractor personnel require background checks and identification for access to TYAD.

• Specific security and training requirements (AT Level I, iWATCH Army, OPSEC) apply.

• Adherence to safety standards, including OSHA and EM 385-1-1, is mandatory.

• Environmental requirements include air pollution control, asbestos-free materials, backflow prevention devices, and compliance with recycling and hazardous material disposal regulations.

• Noise levels must not exceed 65 decibels outside TYAD property.

• Specific permits and approvals are required for excavation, trenching, confined spaces, and hot work.

• Materials must meet PennDOT specifications.

• Contractor must be available within 3 business days of notification.

• Specific environmental and safety compliance measures are detailed throughout the document.

• Security clearances and identification badges are required for all personnel.

• Compliance with all TYAD safety regulations and codes is mandatory.

• Specific training certifications (e.g., OSHA 10-hour) are required for direct construction supervision.

• Environmental compliance, including spill prevention, hazardous material handling, and waste disposal, is critical.

• Adherence to specific work hours and advance notification for work outside normal hours.

• All work must comply with applicable federal, state, and local regulations.
