Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for custodial services at Naval Air Station Patuxent River, Maryland, and its associated annexes. The primary goal is to ensure facilities are clean, sanitary, and sightly.

• Scheduled Services: Includes space cleaning (waste container emptying, low area cleaning, lunch/break room cleaning, high area cleaning, interior/exterior window cleaning, blind cleaning, entrance cleaning, interior glass cleaning, drinking fountain cleaning, lactation room cleaning), floor care (sweeping, dust mopping, vacuuming, walk-off mat cleaning, spray cleaning, buffing, wet mopping, stripping, coating, buffing, carpet/rug deep cleaning), restroom services (cleaning, servicing, and stocking), group shower/locker room cleaning, and building perimeter services (debris removal, waste container emptying, portable toilet servicing).

• Custodial Services Orders: Contractor will receive and perform custodial service orders in a timely manner to accomplish identified work, minimizing disruptions. These orders may be for various work requirements at any location within the installation.

• Non-Recurring Work: May be ordered via DoD FedMall or task order, specifying locations and types of work.

• Facilities, spaces, restrooms, and specific areas (e.g., lunch/break rooms, lactation rooms, shower/locker rooms, building perimeters) must be clean, sanitary, and sightly.

• Waste containers must be empty, clean, and have replaced waterproof liners.

• Dispensers must be refilled and supplies stocked.

• Services must be performed at specified frequencies.

• Floors must be clean, have a uniform finish, and be non-slip.

• Carpets and rugs must be free of debris and dust and dry within 12 hours after deep cleaning.

• Building perimeters must be clear of debris.

• Portable toilets must be provided, cleaned, and serviced according to schedule and inventory.

Services are to be performed at Naval Air Station Patuxent River, Maryland; Webster Field Annex, St. Inigoes, Maryland; and Solomon's Annex, Solomon's, Maryland.

• Contractor must use specific cleaning techniques and products that protect surface integrity.
• Contractor must return furniture and other moved items to their original positions.
• Contractor must inform the KO of any damaged or missing dispensers, fixtures, or drinking fountains.
• Cleaning materials and equipment used in restrooms and shower/locker rooms shall not be used in other areas.
• All waste must be moved to designated refuse containers.
• Contractor is responsible for replacing lost or broken keys.
• Pathogen exposure compliance with 29 CFR-1910.1030 is required.

Sources Sought Notice

This notice is issued by the Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington to gather information on potential qualified Small Business firms capable of performing facilities services at Naval Air Station (NAS) Patuxent River, Webster Field Annex, St. Inigoes, and Solomon's, Maryland, and surrounding areas. The work involves recurring and non-recurring items as described in a Performance Work Statement (PWS).

• The PWS is organized into annexes covering General Information, project management, administration, and technical requirements.

• Services include labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering.

• The current Pax River FSS Contract has a value of approximately $6.5 million for its final option year.

• This is a Sources Sought Notice, not a Request for Proposal (RFP).

• Interested firms must submit a capability statement, no more than 10 pages, detailing their ability to perform the described work.

• The capability statement must include:

  • Firm's full name, address, Unique Identifier, CAGE code, office locations, and point of contact information.
  • Website, if applicable.
  • Relevant experience (similar size, scope, complexity within the last three years), including contract number, start/end dates, prime/subcontractor status, contract value, government POC, and a description of how the contract relates to the technical services.
  • A statement regarding small business designation and status.
  • A Capabilities Statement.

• The deadline for receipt of capability statements is 20 May 2025 at 10:00 AM.

• Submission can be via mail or email to the addresses provided.

• The notice specifically encourages responses from Small Businesses.

• The North American Industry Classification Standard (NAICS) Code is 561210, with a corresponding size standard of $89.0 million.

• Responses will be used to assist in formulating the acquisition. They are not considered offers and will not be accepted to form a binding contract.

• The Government will not pay for information submitted.

• Respondents will not be notified of government assessments.

• No proprietary, classified, confidential, or sensitive information should be included.
