Statement of Work (SOW) / Performance Work Statement (PWS)

To contract for the overhaul of the Detroit Diesel Main Propulsion Engines, Twin Disc Marine Transmissions, and Detroit Diesel Ships Service Generators for the U.S. Army Corps of Engineers Patrol Boat HOCKING.

• Procure new or DDC certified remanufactured parts for a complete teardown and overhaul of both main engines, reduction gears, and generator sets.

• Remove and replace specific components including cylinder heads, crankshafts, connecting rods, bearings, fuel injectors, blowers, water pumps, oil pumps, thermostats, gaskets, hoses, seals, and sensors for each engine.

• Overhaul two (2) Twin Disc MG 512 Marine Transmissions, including teardown, inspection, installation of new bearing kits, clutch kits, seal and gasket kits, and a 20-hour spin test.

• Overhaul both Port and Starboard Ships Service Generators, including engine teardown, cleaning, inspection, and generator end repair and testing.

• Perform load bank testing on each generator set upon completion.

• The contractor shall provide a list of long lead components and their anticipated delivery times.

• Engines and transmissions are to be returned in a "like new" condition.

• All work must be performed in accordance with DDC specifications.

• Notification to the COR is required within five (5) business days of discovering any conditions requiring repair beyond the specified scope.

• The work will be performed at the Government Shipyard for reinstallation of engines.

• The contract is for FY26 repairs.

• The Starboard Main Engine has a damaged crankshaft that requires replacement.

• The Port Main Engine, both marine transmissions, and both Ships Service Generators are due for overhaul.

• No work will commence until all necessary DDC or DDC certified remanufactured parts are on hand and the vessel is in a shipyard.

• The contractor shall replace both 12V71 crank shafts with new ones.

• Long lead components are defined as parts with a delivery time of eight (8) weeks or longer.

• The contractor will be granted access to the HOCKING to remove in-frame components for procurement of long lead parts.

• The contractor shall provide all labor and material to remove components from the vessel for procurement of long lead parts.

• The contractor shall provide a complete list of all long lead components and anticipated delivery times at the time of order.
