Quick Summary
The U.S. Army Corps of Engineers, New York District, is soliciting proposals for a Firm Fixed-Price contract to perform engine and transmission overhaul services for the P/B HOCKING vessel. This Total Small Business Set-Aside opportunity requires the complete overhaul of Detroit Diesel Main Propulsion Engines, Twin Disc Marine Transmissions, and Detroit Diesel Ships Service Generators. Proposals are due July 8, 2026, at 2:00 PM ET.
Scope of Work
The contractor will be responsible for:
- Procurement: Acquiring all new Detroit Diesel Certified (DDC) parts, gaskets, and other necessary materials, or DDC certified remanufactured parts. This includes removing major components from the HOCKING for procurement of long lead items.
- Engine Overhaul: Performing a complete teardown and overhaul of both Detroit Diesel Main Propulsion Engines. This specifically includes replacing both 12V71 crankshafts, as the Starboard engine suffered a casualty.
- Transmission Overhaul: Overhauling two Twin Disc MG 512 Marine Transmissions, involving teardown, inspection, installation of new bearing, clutch, seal, and gasket kits, followed by a 20-hour spin test.
- Generator Overhaul: Overhauling both Port and Starboard Ships Service Generators, including engine teardown, cleaning, inspection, generator end repair and testing, and load bank testing.
- Logistics: Transporting the overhauled engines to the Government Shipyard for reinstallation. Work will not commence until all necessary parts are on hand and the vessel is in a shipyard.
- Reporting: Providing a list of all long lead components (delivery time > 8 weeks) and their anticipated delivery times at the time of order.
