Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for non-personal engineering support services for the Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 325, which focuses on Research and Development (R&D) in Energy Conversion.

The contractor shall provide engineering and technical support for the repair, installation, modification, operation, design, fabrication, analysis, maintenance, and testing of U.S. Navy equipment and systems supporting NSWCPD R&D projects. Key areas include:

• Research and Subject Matter Expertise (SME): Covering Advanced Power Generation, Superconducting Technologies, Submarine Life Support Systems, Thermal Management, Power and Energy Systems, Dynamic Controls R&D, Ventilation & Aerodynamics, and Technology Analysis.

• Engineering and Design: Including conceptual design, modeling, Finite Element Analysis (FEA), Computational Fluid Dynamics (CFD), and development/review of engineering drawings.

• Test and Evaluation (T&E): Developing test plans, procedures, supporting labs (like PEDAL), test sites, and operations, including vibration and acoustics testing.

• System and Fleet Support: Preparing alteration packages, performing ship checks, troubleshooting equipment, and monitoring performance.

• Program Management and Support: Including financial and status reporting, labor tracking, technical writing, presentation development, content management, program planning, scheduling, Earned Value Management (EVM), and meeting support.

• The contractor must notify the Contracting Officer within three (3) calendar days of any incident potentially violating the non-personal services agreement.

• Data requirements include various reports such as Contract Status Report, Travel Report, Contractor’s Personnel Roster, and Technical Reports (CDRLs A001-A00X).

• Primary performance location is government facilities in Philadelphia, PA. Approximately 50% on-site and 50% off-site at the contractor's facility.

• Government will provide office/lab space, phones, computers, and network connections for up to five (5) contractor personnel on-site.

• On-site work hours are typically 0600-1800 Monday-Friday, with government oversight required.

• Travel is anticipated both CONUS and OCONUS (Japan, Europe) for approximately 64 trips per year.

• Non-Personal Services: The contract emphasizes a strict non-personal services relationship, prohibiting employer-employee dynamics and requiring contractor personnel to identify themselves as such.

• Security: Requires access to classified information up to the SECRET level. Contractor personnel require an open investigation or favorable adjudicated Tier 3 investigation for site access and CAC. A SECRET facility clearance is required within 60 days of award.

• Personnel: All proposed personnel must be U.S. citizens. Specific resumes and qualifications are required for Key Personnel roles (Program/Project Manager II, Chemical Engineer IV, Electrical Engineer IV, Mechanical Engineer IV, Technician, Engineering IV).

• Controlled Unclassified Information (CUI) & NOFORN: Strict handling, storage, transmission, and destruction protocols apply.

• Purchases: Items over $15,000 require CO approval. All IT equipment/services require PCO approval.

• Training: Mandatory security, CUI, OPSEC, and environmental training is required for on-site personnel.

Sources Sought Notice

This notice is to gauge industry interest and capability for Engineering Support Services for Code 325 at the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The anticipated requirement is for Energy Conversion Research and Development (R&D) services.

Services will be primarily located at NSWCPD. The draft Statement of Work (SOW) and draft Level of Effort are attached for reference.
